OF that Minutes of April 5th Meeting be approved
MINUTES as mailed. Carried.
PUBLIC 1. Appointment of Plsnnin~ Commission Member
HEARING
Hearing opened aT 9:40 P.M. to consider
appointment of a Planning Commission member.
Term to expire May ll, 1968.
Clerk reported the following applications
received. Registered and cleared A. Stanley
Burney and Robert M. Oster. Not registered and
applications received to late for clearance
George Ritzi and RiChard Ault.
Mr. Burney and Mr. Oster, and Mr. Ault were
present and spoke in their own behalf.
lhere being no comments or objections the
hearing was declared closed aT 7:b7 P.M.
Resolution No. 778
MOVED by Miller, SECONDED by Mack that
Resolution 778 appointing Robert M. Oster to
the Tustin Planning Commission for term to
expire May ll, 1968 be adopted. Carried by roll
call. Ayes: Mack, Klingelhofer, Coco, Miller,
Ring. Noes: None. Absent: None.

t. Mack to leave the State
Moved by Klingelhofer, seconded by Ring that
Mayor Mack be granted permission to leave the
State from April thru May 3r~. Carried.

2. Agreement-Improvement of Red Hill A!ve.
Moved by Klingelhofer, seconded by Ring that
the Mayor and Clerk be authorized to execute
the agreement with the County of Orange ~r
construction on Red Hill Avenue between
Bryan Ave. and 320 ft. southwesterly. Carried.
3. Approval of Arterial Highway Financing
Program Agreements.
Moved by Ring, seconded by K!ingelhofer that
the Mayor and Clerk be authorized to execute
the County.of Orange Highway FinanCing Program
Project Administration Agreements for projects
# 280, 311, 313, and 314. Carried.
M~ved byCoco, seconded by Miller that with
respect to project # 311 the City Engineer
prepare plans and specifications of improvement
with respect to minimum signal devise, preferably
pre-emption devise to avoid cost of number 8
flash lights, if at all possible. Carried.
4. Agreement between Orange County and City
of Tustin for Maintenance and Operation of
a Communication system.
Moved by Coco, seconded by Miller that the
Mayor and City Clerk be authorized to execute
the agreement with the County of Orange for an
assigned Public Works radio frequency. Carried.
5. Agreement with Bank of America
Moved by Ring, seconded by Coco that the Mayor
and City Clerk be authorized to execute the
agreement with the Bank of America regarding
the processing of City payroll, as therein
contained in said agreement~ Carried.
6. A!ppro. val of Demands
Moved by Miller,.seconded by Ring that demands

in the amount of ~16,281.67 be paid. arried.

CORRESPONDENCE 1. Library information
Council requested Mr. Gill to contact
Miss. M. Morrison County Librarian to obtain
further information on comparison of Tustin
Branch Library with other libraries in the
County areas.
2.Resolution of City of San Clemente
regarding AB1799
Moved by Klingelhofer, seconded by Coco that
a letter expressing the Councils sentiments,
as being approved to AB1799 and upholding
'the position of San Clemente be sent to our
State representatives and a copy to San
Clemente. Carried by roll call. All Councilmen
voting Aye.
Moved by Ring, sec0~ded by Coco that
correspondence be received and filed. Carried.

OTHER 1. Board of Appeals
BUSINESS
Action on appointment of a Board of Appeals
for Building Department deferred to next
regular meeting. Additional names to be
submitted to the City Clerk.
2. Honorary Mayor - Sister City
Mayor Mack directed that letter and badge be
sent to Mayor Datanay, La Union, Phillipines,
appointing him Honorary Mayor of the City of
Tustin.
3. R.J. Noble - 30 day extension on Main St.
Improvement
Moved by Ring seconded by Klingelhofer that a
30 day time extension be granted R.J. Noble Co.
for improvemen~ of Main Street between Newport
and Bryan. Motion carried. Mr. Miller voting
No.
4. Extended Travel Policy
Moved by Klingelhofer, seconded by Ring that
Policy regarding extenSed travel be included
in next meeting folder for furthey consideration.
Carried.
5. Fire Chief Travel Request
Moved by Ring, seconded by Klingelhofer that
Chief Hilton be authorized to attend ~he
California ~ursl Fire Association Meeting in
Bakersfield from April 22nd thru Aoril 25th.
Expenses other than travel no~ to exceed
$75-00. Carried.
6, AB 346
Correspondence from the City of Anaheim regarding
AB 346 ordered, received and filed.
7. Use of City owned Sedan
Mr. Gill reoorted that P.W. Sedan had been
turned over to the Police Department for full
time use ss an undercover car ~o replace 1957
Ford. Ford to be re~ained for emergency use.
8. Budget Consultant
Mr. Gill recommended that the City employ s
consultan~ to aid in revising accounting
System and was directed to request above in
the form of a proposal at next meeting.
9. League of Cities - Report
Mr. Ring reported that st the League business
meeting new information regarding SCAG and
Lsrts was presented and would be sent to the
City in the near future. Mr. Ring also
reported that Cities represented split about
50-50 on Telephone Tax.

10. Speed Zone Studies
Directed that Chief Slssel ~check speed
zones on Prospect north of Seventeenth St.
andINewpor~ ABe. South of the Santa Ana
Freeway and neport his opinion.
11. Personnel Session
Meeting adjourned to a personnel session.
Present were:: Five Councilmen, City
Administrator, City Clerk, and Attorney.
