Background The current Law Enforcement Radio Co~muniattons System was installed in 1983 and is not adequate to meet existing law enforcement requirements. This caus e.s operational problems for city police departments and ~&.~ the County Sheriff's Department. · . The sheriffs, chiefs of police, 'city managers, and League of California Cities have worked out a proposed cost-sharing formula. The recommended financing approach calls for cities to pay for radio equipment in their possession and the low-leve'l backbone equipment which would support local police communications. The County will be responsible for Sheriff's Deparment radio equipment and the high- level ' County-wide backbone equipment, which provides. County-wide communiations. The proposed system can also support Public Works radio communications and will be available to all cities to replace their current radio system. No additional backbone costs will be required. Each agency will be responsible for financing their own radio equipment. The cost for the entire project is estimated at $41.4 million; the City of Tustin's share is $151,737 per year for five years. The proposal provides the necessary radio communications capabilities for law enforcement and public works for the next twenty years. Resolutions from each participating city are critical to the County-wide efforts to obtain licenses for the 60 radio channels necessary. The Resolution of Participation must be executed prior to June 30, 1989. These costs have been included in the 1989-90 fiscal year budget proposal. Respectfully submitted, FRED WAKEFIELD' Acting Chief of Police FW'kh Atta'chment EXH~,.,. f A' REPORT TO THE COUNTY BOARD OF SUPERVISORS ON PROPOSED LAW ENFORCEMENT/PUBLIC WORKS COMMUNICATIONS SYSTEM INTRODUCTION · The implementation of a Law Enforcement/Public Works radio communications system is a Joint effort involving the staff of the County General Services" Agency Communications Division, members of the County's Law. Enforcement community, and representatives from many of the County's public works agencies. The ultimate goal of the project is to replace the current overloaded system with a communications system that will meet the requirements of all of the County's Public Safety agencies to beyond 2005. . .The proposed Law Enforcement/Public Works Communications System will allow each agency to operate autonomously for all routine daily operations, and , provide mutual aid and cross-communication channels for coordination of incidents involving multiple agencies. WHY A NEW SYSTEM IS NECESSARY · The existing law enforcement system, which was installed in 1973, is overloaded and cannot be expanded· FCC standard system, loading is 100 conventional radios per channel. The system is at 100% overload today. Originally designed with eleven radio channels and llO0 radios. The system now has 18 channels and over 3500 radios. - Year 2000 loading is projected at 5000 radios which w~ll require at least 50 channels.. The existing system no longer provides adequate radio coverage. .. Present system design was for city/county configuration of 1973. Expansion into undeveloped areas has gone beyond the good coverage areas of 1973. Law Enforcement, Fire, and Public Works agencies cannot cross-communicate. 079AIT-5 /AIT 04/27/89 COST OF THE SYSTEM ~ -- · £stimated cost of the new'system if only utilized by Law Enforcement is $33 million. Estimated cost of t~e.combined Law Enforcement and Public Works system is $41 million. It is recommended to give each city the option to include Public Works. If a city or the County choose not to participate with Public Works, 'the cost of the Law System remains ~ same. This will also assist the County in qualifying for more frequencies and allows cities. with the need to economically obtain a new Public Works radio system. FINANCING RECOMMENDATIONS · The Finance Committee reviewed three options for funding the system: A. Borrowing funds using Certificates of Participation B. Pay As You Go ,. C. Five-year Accumulative Capital approach · It was the recommendation of the Subcommittee that cities be given the option of which approach they prefer but be encouraged to use the Accumulative Capital option. . · The 5-year Accumulative Capital approach would result in the project costs being reduced from $41 million to $33 million if the County and all cities began participating on July l, 1989. ' · Utilization of the certificates of participation, cash accumulation, or pay as required method will be optional for each participant. A commitment would be necessary by June 30, 198g to obtain FCC approval. .~ City Managers recommended that the system be funded as a "Pay As You Go" basis. COST SHARING · The system will be comprised of several subsystems: A· High Level Backbone - Common to all County agencies, a necessity for the County and mutual-aid requirements. Be Low Level Backbone - Common to all cities, a necessity for the cities Ce Field Equipment - Required by all participants. 07gAIT-7 /AIT 05/04/B9 RECOMMENDATIONS ADOPTL ~,Y CITY/COUNTY COORDINATION (JOMMITTEE AND LEAGUE OF CITIES i In February 1989, the City/CountJr Coordination Committee and in March 1989 the Orange County Division of the League of Cities unanimously approved the fol lowing recommendations: 1. Endorse the concept of a-continuing partnership between Orange County and. the cities with a coordinated communications system. Endorse the concept of including Public Works requirements in the new communications system. 3. Endorse development of participation agreements to indicate individual city commitments and submit FCC license applications. 4. Recommend to the County Board of Supervisors and Orange CountY City Counc i 1 s: A. Cost sharing approach which: l) Allocates cost on ratio of devices 50% and Year 2000 population 50%. 2) Allocates high level backbone as a County expense. 3) Allocates low level backbone as a city expense. 4) Field equipment is each individual agency's responsibility. Be Each city and the County should be.given the option to pay their allocated share of'cost in one of two methods: 1. Pay As You Go 2. Five-year Accumulative Capital approach. 079AIT-9 /AIT 04/27/89 1 2 9 10 11 12 15 14 15 16 17 18 19 .20 21 22 23 24 25 26 27 28 RESOLIFTION NO. 89-96 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTII~, CALIFORNIA, AUTHORIZING PARTIC'IPATION IN ORANG'E COUNTY COOI~DINATED ULTRA FREQUENCY LAW ENFORCEIqENT CO~IqUNICATIONS SYSTE~ WHEREAS, the County of Orange and cities in that' County have previously entered into an Agreement for the maintenance and use of the Orange County Coordinated Ultra High Frequency (UHF) 460 MHz Law Enforcement Communications System; and WHEREAS, that Communications System is outdated and can no longer adequately support the critical requirements of the law enforcement agencies of the COunty of Orange and cities in the County; and WHEREAS, that Communications System suffers from severe channel congestion, does not provide adequate coverage in many'areas and lacks the reliability necessary for.a public safety communications system; and WHEREAS, the Communications System is rapidly approaching the-point where the safety of law enforcement personnel, as well as the safety of the citizens, will be jeopardized if corrective action is not taken soorr; and WHEREAS, the inclusion ~f--publ'ic works agencies in the Communications .System will provide for more efficient use of the system backbone and for cross-communication capability among law enforcement, fire and public works agencies for coordination of daily activities such as accidents oz~'' hazardous material incidents and for coordination during major disasters such as fires, floods and earthquakes; and WHEREAS, the County of Orange will be the lead governmental agency in the implementation of that Communications System. NOW, THEREFORE, BE IT RESOLVED that the City of Tustin, California, shall participate in the financing, acquisition, maintenance and use of the Orange county Coordinated 800 MHz UHF Law Enforcement and Public Works Radio Communications System; and BE IT FURTHER RESOLVED that the City of Tustin, California shall enter into a Joint Powers Agreement pursuant to Government Code Sections 6500 et seq., or other mutually acceptable contractual agreement, with the County of Orange, for the financing, acquisition, maintenance and use of the Orange County Coordinated 800 MHz UHF Law Enforcement and Public Works Radio Communications SYStem. 10 11 12 13 14 15 16 17 18 19 20 21 24 25 28 PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin, California, held on the day of , 1989.
