20-YEARMASTER PLaN OF TRANSPORTATION IMPROVEMENTS
RECOMMENDATION:
Pleasure of the City Council
BACKGROUND'.
The City Council has previously reviewed the 20-year Master Plan
of Transportation Improvements.. prepared by the Orange County
Transportation Commission (OCTC)'in Conjunction with the League of
California Cities, the County and the Orange County Transit
District. Pursuant to state law, OCTC has approved the Plan and
has referred it to all cities'and the County for approval.
State law provides that, if a majority of the cities, repre%enting
a majority of the population, and' the County adopt the attached
resolution, then the matter of whether a one-half cent increase in
the sales tax should~, be enacted to finance transportation
improvements identified' in the Plan shall be placed on the ballot.
A copy of the 20-year Master Plan of Transportation Improvements
prepared by OCTC is attached. The resolution refers to the Traffic
Improvement and Growth Management Plan. This Plan is a component
of the 20-year Master. Plan of Transportation Improvements and is
described in the attached OCTC report.

RESOLUTION NO. 89- 9~
A RESOLUTION OF THE cITy COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING THE ORANGE COUNTY TRAFFIC
IMPROVEMENT. -AND GROWTH MANAGEMENT PLAN FOR THE PURPOSE'
OF PLACING THE PLAN BEFORE THE VOTERS OF ORANGE COUNTY
WHEREAS, Orange County's serious traffic and
transportation problems threaten the quality of life throughout our
county; and,
WHEREAS, maintaining and improving our aging
transportation system is essential to preserving our standard of
living a~d to developing an environment where business, industry
and commerce can prosper and homeowners individual investments can
be protected; and,
WHEREAS, the State of California and the federal
government have said emphatically that they cannot solve Orange
County's transportation problems alone and that all California
cities and counties must take steps to help solve their
transportation problems at the local level; and,
WHEREAS, the Orange County Transportation Commission,
acting as Orange County's Local Transportation Authority, is
requesting the City of Tustin to join with the County of Orange and
other Orange County cities to support the placement of a Traffic
Improvement and Growth Management Plan before the voters of Orange
County; and,

WHEREAS, the City of Tustin recognizes it'ultimately will
be~the decision of Orange County yoters to determine if they wish
to approve a one-half cent sales tax increase to finance the
transportation projects contained in the Traffic Improvement and
Growth Management Plan;
]9 NOW, THEREFORE, BE IT RESOLVED, that the Tustin City
Council has approved the Traffic Improvement and Growth Management
90 Plan for the purpose of placing this matter before the voters of
Orange County.
PASSED AND ADOPTED at a regular meeting of the City
Council of the City of Tustin on the 19th day of June, 1989.
