BACKGROUND
At the request of Mayor Kennedy, Community Development Department staff are
currently preparing a report on the issues associated with motels in the City.
being used for long term occupany, like apartments. Issues related to long term
motel occupancy that are being explored include the following'
* The 'impacts of minimum and maximum rental time frames on rooms (i.e., 24
hour minimum and 30 day maximum).

* Planning related issues - motels units are generally not designed for long
term occupany due to design, parking,~families, cooking facilities, etc.
* Revenue related issues - current exemP:tlon from transient occupancy tax for
occupancies longer than 30 days and the resulting revenue loss to the City.
Social issues - the high cost of housing . The use of motel units as an
alternative to unaffordable housing costs.
To help determine the significance of some of these issues, correspondence has
been transmitted to the Police and Finance Departments for input. In addition,
alt cities in Orange County have been surveyed on methods for regulating
transient occupancy. This information is still being collected and reviewed.
The Community Development Department will be compiling all related information
and expects to be prepared to discuss alternatives and options for regulating
transient occupancy to the City Council by the July 3, 1989 City Council
