ASSAULT ON CITY MAINTENANCE VORKERS
Recommendation
The City Council Receive and File this report.
Background.
At approximately 5:30 p.m. on Sunday, June 4, 1989, two Tustin
maintenance workers were assaulted on E1 Camino Real, just north
of Main Street. Both workers were assisting in cleanup after the
Chili Cook-Off. They had. a radio playing nearby and were
whistling to the music as they were cleaning up.
Two males and two females left the Swinging Door Bar. 'The two
males apparently thought the maintenance workers were whistling .at
their female companions, so ithej~approached the two maintenance
workers and demanded they stop whistling. One workerJ was ~truck
in the face by hitting the bridg~'of the nose with the heel of the
assailant's open right hand. As the worker fell, the assailant
kicked him; the worker lost consciousness.
The second suspect assaulted the second maintenance worker as the
worker was entering a maintenance truck in an attempt to get away
from the assailants. The first assailant then joined in the
assault on the maintenance worker in the cab of the truck. , This
worker was hit in the head and neck areas with several blows, and
he suffered several cuts and scratches on his face.
By this time attention was being drawn to the'assault. Uninvolved
people were coming to the location. The two assailants ran to
their vehicle on Main Street. A Chili Cook-Off attendee . with a
video camera (unrelated) filmed the two suspects leaving,
· including good pictures of their vehicle and license plate.
The two suspects were identified as James Lambert of the City of
Tustin and his companion, Todd Oliver. Both were arrested for
assault with a deadly weapon with great bodily injury. Bail was
placed at ~50,000. They were booked at Orange County Jail on
Wednesday, June 7, 1989.' They were arraigned on June 8, 1989, and
their next court date is scheduled for July 14, 1989.

Investigation indicated the two suspects spent several hours prior
to the assault inside the Swinging Door Bar, where they had
consumed from five to ten beers each. It was discovered that both
individuals have a tendency for violence when they have been
drinking. Nothing during our investigation indicated that our
employees did anything to instigate the attack.
