Carried. MINUTES - MR. GEORGE Mr. George Broomell was introduced by BROOMELL Mayor Mack,,snd showed films of his recent visit tOeour Sister City of San Fernsndo, Ls Union, l~hillipines. On behalf of Mayor Lorenzo Dacan~y of San Fernando, Mr. Broomell presented Mayor Mack with the key to the City of San Fernando. VI. OLD 1. Ordinance No. 276 First Reading BUSINESS "AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA, CHANGING ZONE OF PROPERTY OF KLATT TO C-1-P ON APPLICATION NO. ZC65-142." Moved by Coco, seconded by Klingelhofer that Ordinance No. 276 have first reading by title only.- Carried unanimously. 2. Ordinance-No. 272 - Deferred. "AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA AMENDING THE CITY CODE TO REQUIRE PLACING OF PUBLIC UTILITIES UNDERGROUND IN NEW SUBDIVISIONS." Moved by Klingelhofer, seconded by Coco that any action on Ordinance No. 272 be deferred to next regular-meeting. Carried. 3. Resolution No. 769 " A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, DESIGNATING PERSONS TO EXECUTE CITY WARRANTS." Moved by Coco, seconded by Miller that Resolution No. ~69 be read in its entirety. Carried. 3:79 Moved by Klingelhofer, seconded by Coco that Resolution No. 769 be passed and adopted. Carried by roll call. Ayes: Mack, Klingelhofer, Coco, Miller, Ring. Noes: None. Absent: None. 4. Employees' Mileage Reimbursement Moved by Klingelhofer, seconded by Ring that ~olicy regarding Employee Mileage Reimbursement as set forthin report from City Administrator be adopted. Carried. 5. Award of Contract for Aerial Photographs Moved by Coco, seconded by Ring that the Council accept recommendations of Plsnnlng Director and authorize expenditure of $970.00 to Pacific Air Industries for specified Aerial Photos. Carried. 6. Award of Contract - Main St. Newport to Brya~ Moved by Miller, seconded by Ring that contract for construction of Main Street between New'port Avenue md Bryan Avenue be awarded to R.J. Noble Company in the amount of $77?7.00 and Mayor and City Clerk be authorized To sign the contract documents; also the Clerk is directed to return bidders' bonds to all unsuccessful bidders. Carried. VII. NEW 1. Ordinance No. 277 _ First Reading BUSINESS "AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE TUSTIN CITY CODE TO PROVIDE REGULATIONS AND PROCEDURES FOR THE PURCHASE AND DISPOSAL OF SUPPLIES, SERVICES AND EQUIPMENT." Moved by Ring, seconded by Coco that Ordinance No. 277 be read by title only. Carried unanimously. 2. Ordinance No. 278 _ First Reading "AN ORDINANCE OF THE CITY OF TUSTIN, REPEALING ORDINANCE NO. 256 AND DELETING ARTICLE V OF CHAPTER 2 OF THE TUSTIN CITY COBE, WHICH PROVIDES LIAISON DUTIES OF THE DIRECTOR OF PUBLIC WORKS." Moved by Coco, seconded by Klingelhofer that Ordinance No. 278 be read by title only. Carried unanimously. 3. Resolution No. 768 "APPROVING PLANS AND SPECIFICATIONS FOR IMPROVEMENT OF HOLT AVE. BETWEEN NEWPORT AVE. AND 344' NORTHERLY AND AUTHORIZING AND DIRECTING THE CLERK TO ADVERTISE FOR BIDS." Moved by Klingelhofer, seconded by Ring that Resolution ~ be read by title only. Carried unanimously. Moved by Rin ,secondsd Klingelhofer that Resolution 7~8 be passed and adopted. Carried by roll call - Ayes: Mack, Klingelhofer, Coco Miller, Ring; Noes: None. Absent: None. 4. Resolution No. 770 "ORDERING THE ACQUISITION BY CONDEMNATION OF CERTAIN PROPERTY FOR PUBLIC PURPOSES." (Holt Avenue at_Newport, Avenue). Moved by Ring,'seconded by Klingelhofer that Resolution No. 770 be read by title only. Carried~unsnlmously. Moved by Ring, seconded by Klingelhofer that Resolution 770 be paSsed and adopted. Carried by rollcall - Ayes: Mack, Klingelhofer, Coco, Miller, Ring. Noes: None. Absent: None. 5. Dance Permit Renewals Moved by Miller, seconded by Ring and duly carried that Dance Permits for following businesses be renewed: Gunners' Ranch House Holiday Bar Revere House Ssfsri Room 6. Approval of Demands M~ved by Miller, se6onded by Ring that demands in the amount of $23,291-31 be paid. Carried VIII. Southern Pacific Railroad. CORRESPONDENCE Request from Southern Pacific that City waiveset'back requirements of Ordinance No. 203 with respect to packing house at 13801 Newport Ave. Moved by Ring, seconded by Klingelhofer that letter be sent to addressee by Public WorkS Director in answer to above request, stating that he does not have authority tofill request and a formal request be made of the COuncil and a representative of the company be present. Carried. Veterans of Foreign wars (Hillview Post) Request of VFW to solicit home owners to permit members of the Post to paint house numbers on curbs in front of residences contacted. Moved by Klingslhofer, seconded by Ring that request be referred to the City Administrator for further study and recommendation. Carried. Parks and RecreatiOn Commission Request that jouncil publicly acknowledge the professional asTsistsnce given the City by Mr. Gene Uematsu. Moved by Klingelhofer, seconded by Ring that City Attorney be directed toddaft an Resolution commending Mr. Uematsu. Carried. Mr. Uematsu to be invited to the next regular Council Meeting of March 15th. IX. OTHER 1. City Administrator's written report BUSINESS presented to the Council. 2. Proclamation _ Attorney directed to draf~ a Proclamation declaring March 10th as "Pree Enterprise Day" 3. Meeting adjourned to s personnsl session.
