Mayor Mack called for opening of bids for BIDS improvement of Main Street from Newport to Bryan Aves. Clerk reported 8 bids~received. MAIN ST. D.C. C~rried. .Bid opening policy ~ayor Mack directed that in the future all bids be opened in the Office of the City Administrator with date and time to be designated, for subsequent report and recommendation to the Council. VI. 1.Zone Change 65_142 HEARINGS Hearing opened at 7:38 on Zone Change 65-142 of the City of Tustin: request change from R-1 to C-1-P on property 535' north o~ Seventeenth St. and 590' west of Yorba St. Location, land use, area zoning, and Planning Commission and Staff recommendations for approval presented by Mr. Hs~orth. There being no objections or commen~ts the hearing was declared closed at 7:40 P.M. Moved by Klingelhofer, seconded by Ring that Zone Change 65-142 be approved. Carried unanimously by roll call vote. 2. Ordinance No. 272-Underground Utilities Hearing openedat 7r42 P.M. on Ordinance No. 272, amending the Tustin City Code to require placing of Public Utilities underground in new subdivision. Upon questioning by the Council, Mr. Bud Maxwell, Southem California Edison Company ~_~ informed the Council that he could see no problem in developers obtaining costs for installations in advance. However, there is no standard costs as each subdivision must be figured individually due to differences in topography, soil, etc. A developer should have costs within 30 days of filing Tract map. Mr. Maxwell also explained that Utility companies felt the need of paragraph three of proposed Ordinance (certain above ground appurtenances). In as much as the technical developments are in infant stage considerable latitude should be left to the companies. There being no further comments and no objections the hearing was declared closed at 8 P.M. VII. 1. Ordinance No. 272 - Underground Utilities OLD BUSINESS Moved by Ring, seconded by Klingelhofer that Ordinance No. 272 with~the deletion of lines 14 and 15being the fourth paragraph of said Ordinance have first reading by title only. carried unanimously. Mayor directed Mr. H. Gill to meet with Mr. Richard Smith and representatives of the Utility companies regarding costs to developers. 2. Ordinance No. 274 - Changing Zone application 64-140. Moved by Ring, seconded by Klingelhofer that Ordinance No. 274, changing zone of property on application No. Z.C. 64-140 of Tustin Elementary School District, have second reading. Carried Unanimously. MOved by Coco, seconded.by Klingelhofer that Ordinance No. 2?4 be passed and adopted. Carried by roll call. Ayes: Mack,'Klingelhofer, Coco, Miller, Ring. Noes: None. ~bsent: None. VIII. 1.Approval of Final Map of Tract 5726. NEW BUSINESS: Moved by Coco, seconded by Ring that final Yorba and Santa lara) Map of Tract 5726 (near C be approved and the Mayor and City Clerk be authorized to sign necessary documents. Carried. 2. Claim of Kenneth Snyder Moved by Ring, seconded by Coco that claim in behalf of Kenneth. Snyder be denied and clerk to advise claimant in language set forth in memo of February 1st. Carried.~ 3,75 3. Approval of demands. Moved by Ring, seconded by Coco that demands pai~ in amount of $16 606.00 be honored and demands in amount of ~13,964.22 be paid. Total demands approved. $30,570.22. Carried. IX 1. City Administrator. OTHER BUSINESS Ordinance No. 273 "AMENDING ORDINANCE NO. 270 ( BRYAN-NEWPORT ANNEXATION)" Moved by Coco, seconded by Ring that Ordinance ~ No. 2?5, amending Ordinance No. 270 have first reading by title only. Carried unanimously MOved by Ring, seconded by K!ingelhofer that Ordinance N0. 275 have sec0ndre~ding by title only. Carried unanimously. Moved by Coco, seconded by Ring that Ordinance No. 275 amending Ordinance No. 270 (Bryan-Newport Annexation) be passed and adopted as an urgency measure. Carried by roll call. Ayes: Mack, Klingelhofer, Coco, Miller, Ring. Noes:- None. Absent: None. Railroad Crossing protection (First Street and ~ewport Ave) Mayor Mack directed that action on Railroad crossing protection at First and Newport be deferred until further meetings with PUC and Southern Pacific can be held. Report to be made to the Council at the earliest possible date - not to exceed 30 days. Authorized warrant signatures Authorization for signatures on warrants and checks deferred to next reguls~ meeting. 2. City Council Zone Study - Newport Ave. Mayor directed through Mr. Gill that the Planning Staff make a study of zoning in the ares of Newport Avenue from the Santa Ana Freeway to First Street for possible future zone changes. Card File Mr. Ring requested that the City Administrator prepare s card file of City reference material. Jacobson Memorial Open letter regarding Jacobson Memorial Tree and declaring the month. of March as "PLANT A TREE MONTH" read by the Mayor. 576 Mileage Records Consideration of mileage records and employee reimbursement referred to the City Administrator for study and a firm recommendation at next regular meeting.
