SUBJEGT: COUNTY OF ORANGE ARTERIAL HIGHWAY FINANCING PROGRAM (AHFP)
~ ANNUAL REQUALIFICATION RESOLUTION
RECOMMENDATION:
That the Tustin City Council at their meeting of August 7, 1989 adopt
the attached resolution informing the Arterial Highway Financing Program
Advisory Committee of the status of the City of Tustin Master Plan of
Arterial Highways.
BACKGROUND:
AFHP policy requires each city participating in the AHFP program to
adopt a resolution each year to affirm that the City's Master Plan of
Arterial Highways (MPAH) is in conformance with the County's, and that
the city has adequate setback and limited access provisions to protect
the integrity of the arterial highway system.
In addition to the above, the County staff is requesting each
participating city to address the inconsistencies of their MPAH with the
County MPAH and describe the progress and/or commitment being made by
made by the city to resolve the inconsistencies.

DISCUSSION:
The attached resolution outlines the following:
1. The City of Tustin's Master Plan of Arterial Highways is mutually
satisfactory and in conformance with those of its adjacent govern-
mental jurisdictions and the County of Orange.
2. That the City of Tustin has adopted Zoning Ordinance No. 157
requiring setbacks to protect ultimate arterial highway right-of-way
and Ordinance No. 651 which provides for limitation of access to the
arterial highway system.
3. That the City of Tustin acknowledges the identified inconsistencies
between the City and County master plans of arterial highways.
The above-mentioned inconsistencies occur on William Street between
McFadden Avenue and Main Street, and Walnut Avenue between McFadden
Avenue and the abandoned AT&SF right-of-way. It is planned to resolve
these inconsistencies with an amendment to the circulation element of
the City's General Plan in the latter part of 1989. Resolution of these
inconsistencies is mandatory to maintain eligibility within the County
Master Plan of Arterial Highways Program.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, INFORMING THE ORANGE COUNTY ARTERIAL HIGHWAY
FINANCING PROGRAM ADVISORY COMMITTEE OF THE STATUS OF
THE CITY OF TUSTIN MASTER PLAN OF ARTERIAL HIGHWAYS
WHEREAS, the City of Tustin has a Master Plan of Arterial
Highways and;
WHEREAS, the Orange County Arterial Highway Financing
Program requires annual requalification of participating cities
in said program.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Tustin as follows:
SECTION l: The Arterial Highway Financing Program Advisory
Committee be, and here is, informed that the City of Tustin's
Master Plan of Arterial Highways is mutually satisfactory and in
conformance with those of its adjacent governmental
jurisdictions and the County of Orange.
SECTION ~: The City of Tustin has adopted Zoning Ordinance No.
157, as amended, requiring setback to protect ultimate arterial
highway right-of-way, and in addition, the City of Tustin has
adopted Subdivision Ordinance No. 651, as amended, which
provides for limitation of access to the arterial highway
system.
SECTION ~: The City of Tustin acknowledges the identified
inconsistencies between the County and City Master Plans of
Arterial Highways as follows:
Williams Street between McFadden Avenue and Main Street
which was graphically omitted as a secondary arterial
highway;
Walnut Avenue requires revision from a primary arterial
highway to a modified primary arterial highway between
McFadden Avenue and Red Hill Avenue, and from a secondary
arterial highway to a modified primary arterial highway
between Red Hill Avenue and the abandoned AT&SF right-of-
way;
Deletion of two commuter arterials between the westerly
Tustin city boundary and Jamboree Road;

and plans to resolve these inconsistencies during the final
General Plan Amendment process scheduled for the last quarter of
1989.
PASSED AND ADOPTED at a regular meeting of the City Council
of the City of Tustin, heId on the 7th day of August, 1989.
