Present: Klingelhofer, Mack, Coco, Mi,ller, Ring. Absent~ None City Attorney Rourke, present. Nominations for Mayor opened. GERALD MACK Moved by Miller, seconded by Klingelhofer that NOMINATED AND Gerald C. Mack be nominated to fill the office of ELECTED MAYOR Mayor. Motion carried and Mr. Mack was duly elected Mayor by unanimous vote. Mayor Mack assumed the chair and opened nominations for Mayor pro tem. R. KLINGELHOFER Moved by Coco, seconded by Ring that Ronald Klingelhofer ELECTED MAYOR be nominated to fill the office of Mayor pro tem. PRO TEM Motion carried and Dr. Klingelhofer was duly elected Mayor pro tem by unanimous vote. OATH OF OFFICE Col. B. Williamson, Civil Defense Director, issued TO SHERIDAN, Oath of Office to M.J. Sheridan, Vincent Humeaton HUMESTON, CHARLTONand Arthur Charlton as alternate councilmen in CONTINUITY OF Continuity of ~overnment. GOV. Moved by Ring, seconded by Coco that Minutes of October 5th meeting be approved as mailed. Carried. Mayor Mack acknowledged and welcomed a group of young people from Tustin High School. PLANNING COMM. Hearing opened at 7:48 P.M. to consider appointment MEMBER. of a member of Planning Commission. Moved by Klingelhofer, seconded by Coco that Hearing be continued and that Mayor appoint a Committee to meet with applicants an~ make recommendations. Motion failed. Mr. James B. Sharp, applicant, spoke stating he COMMENT FROM considered it his duty and an honor to serve on JAMES SHARP this Commission. Wheelock Moved by Coco, seconded by Miller that Resolution 744, RESOL. 744 ratifying the Agreement between the Department of Public READ BY TITL~ Works of the State~of California, the Counties of Los ONLY Angeles, Orange, San Bernardino, Riverside,.Ventura, the Southern California Rapid Transit District and Ratifying C~ties, be read by title only. Motion carried unanimously. Councilman Klingelhofer reported on correspondence from CORR. Carried Correspondence and report from City Attorney regarding CORR. FROM exemption of municipalities from sales tax presented. CITY ATTOR. Mr. Rink reported that although as yet no official ORANGE COUNTY action ha~ been taken by the Orange County League ©f LEAGUE OF Cities, it was recommended by the League ReVenue and CITIES 0PPOS. Taxation Committee that the League go on record as EXTEN. OF opposing any extension of exemption. TAX. EXEMPT. Moved 6y Miller, seconded by Ring that any Resolution regarding Taxation Exemption be tabled. Moved by Coco,. seconded by Klingelhofer that above motion be amended to read as follows: "that the City Council of Tustin will take no action on this matter." Motion carried. Mayor Mack appointed Councilman Miller as sitemate ALTERNATE representative to Sanitation Districts #1 and #7 - REPRES. TO Mr. Miller'to be the active representative. SANIT. DIST. #I and #7 Moved by Kllngelhofer, seconded by Coco that above appointment of Mr. Miller be confirmed. Carried. Mr. Wheelock presented report regarding Sanitation District request to connect to City lines. City Attorney directed to prepare a report regarding CITY ATTOR. any Agreements with Sanitation Districts as to our TO.PREPARE obligation to them and theirs to the City. REPORT ON AGREEMENTS WITH SANIT. DISTRICTS Mayor Mack called a 10 minute recess - meeting reconvened at 9:36 P.M. D. RING Mayor appointed Councilman D. Ring as 6ommissioner COMM. OF FINANCE°f Finance. D. RING TO Moved by Klingelhofer, seconded by Coco that~Duane SIGN SIGNATURE Ring be added to the Signature Card authorizing him CARD to sign City checks and warrants - carried~ CORR. FROM Correspondence from R. Gillman of Santa Ana 20-30 R. GILLMAN Club requesting permission to set up a Boys' Club S.A. 20-30 in the facilities of the Tustln Youth Center and CLUB Park Area presented. CORR FROM Moved by Klingelhofer, seconded by Ring that request 20-30 CLUB of 20.30 Club be referred to the Parks and Recreation REF. TO Commission for study and recommendations. Carried. PR COMMISSION Moved by Coco, seconded by Ring that Resolution No. RESOL. 744 744, endorsing and recommending approval of propositions READ "A" and *'B" be read in its entirety. Carried. RESOL. 744 Moved by Coco, seconded by Ring that Resolution 744 PASSED AND be passed and adopted. Carried by roll call ~yes: ADOPTED Mack, Klingelhofer, Coco, Miller Ring, Noes: None. Absent: None. B. BOWEN Moved by Klingelhofer, seconded by Miller that Mr. EMPLOYED AS Bobby S. Bowen be employed as patrolman - Range ll PATROLMAN Step A - $497.00 per month effective on or about October 23, 1964 - all as recommended by Chief Siseel Carried. L. HAAS Moved by Miller, seconded by Ring that Officer~Leo PROMOTED TO Maas be promoted to the position of Sergeant (Range SERGEANT 14 - Step A- $575-00 per month) - carried. AGREEMENT FOR Moved by Klingelhofer, seconded by Coco that Mayor SERVICES OF and Clerk be authorized to execute Agreements POLICE OFFICER.between City and parties involved for services of Police Officers. Carried. iC. POMAVILLE '~Moved by Klingelhofer, seconded by Ring that Mrs. !iSALARY INCR. Clara Pomaville be advsnced to Step B - Range 5 of Salary Plan effective October l, 1964 - carried 0RD. FOR Mr. Coco requested that the attorney be directed to CITY ADMIN. prepare an Ordinance regarding a City Administrator position and a study be made within the next week. COMMITTEE TO Moved by Coco, seconded by Miller that the Mayor DRAFT AN 0RD. appoint a committee of three to draft a suitable ordinance and that a Public Hearing be noticed for the next Council Meeting° Carried. STUDY SESSION Mayor Mack appointed all membors of the Council and the City Attorney to this ~ommittee to meet at a --: Study Session Monday, October 26th at 7:30 P.M. in the Old Council Chambers. ORD. REGARDING Moved by Klingelhofer, seconded by Coco that City UNDERGROUND Attorney be authorized to draft an o~dinance regarding UTILITIES underground utilities. Carried. LEASE PURCH. Mayor and City Clerk directed to enter into Lease AGREEMENT WITH Purchase Agreement with Mobil SWeeper Company for MOBIL SWEEPER Street sweeper. COHEN, MILLER Parks and Recreation Commissioner Miller recommended FLEMMING REC. that as Mr. Melvin Cohen, Mr. Len Miller and Mr. Quentin TO PR. COMM. Flemming have been cleared and are now eligible, they be appointed to the Parks and Recreation Commission. 331: Moved by Ring, seconded by Miller that Mr. M. Cohen COHEN, MILLER and Mr. L. Miller be appointed to the Parks and APPOINTED TO Recreation Commission, for three year terms. Carried. 3 YR. TERMS Moved by Ring, seconded by Miller that Mr. Q. Fleming FLEMMING be. appointed tothe PaRks & Recreation Commission for 2YR. TERM a two year term, Carried. Clerk to notify appointees and arrange meeting for in the next week. Correspondence from D. WINTERS Councilman Klingelhofer reported on a conversation with Mr. Snyder, father of the boy who met with the very unfortunate accident in~the Tustin Tiller Day Parade, Moved by Klingelhofer, seconded by Coco that the ORD.
