This agenda contains a brief general description of each item to be
considered. Any person having a question concerning an item may call the
city Clerk's office for clarification. Except as otherwise provided by law,
no action shall be taken on any item not appearing in the following agenda.
Copies of staff reports pertaining to this agenda are available for public
use in the books located at the Police Department, Tustin Library and, on
the evening of the meeting, at the rear of the Council Chambers. Listening
devices for the hearing impaired are available upon request from the City
Clerk. Smoking is prohibited in the Council Chambers; however, if you
desire to smoke, an outside speaker has been provided.

2. APPROVAL OF DEMANDS IN THE AMOUNT OF $723,492.73
RATIFICATION OF PAYROLL IN THE AMOUNT OF $202,'808.08
3. RESOLUTION NO. 89-115 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, DECLARING THE INTENTION 50 CONDUCT A
PUBLIC HEARING TO ASCERTAIN WHETHER THE CONDITION OF THE PROPERTY
LOCATED AT 13271 WOODLAND (AP #103-331-19) CONSTITUTES A PUBLIC
NUISANCE
Adopt Resolution No. 89-115 declaring the City's intent to hold
a Public Hearing on September 18, 1989, for the purpose of
declaring a public nuisance at 13271 Woodland as recommended by
the Community Development Department.

4. APPOINTMENT OF HOUSING AUTHORITY COMMITTEE REPRESENTATIVES
Appoint' ~ Schoemann, Associate r ner, as the representative

Orange County Housing Authority Committee as recommended by the
Community Development Department.
5. VESTING TENTATIVE TRACT MAP 13835
RESOLUTION NO. 89-123 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, FINDING THAT FINAL ENVIRONMENTAL
IMPACT REPORT 85-2 FOR THE EAST TUSTIN SPECIFIC PLAN, AS MODIFIED
BY SUBSEQUENTLY ADOPTED SUPPLEMENTS AND ADDENDA, IS ADEQUATE TO
SERVE AS THE PROGRAM EIR FOR VESTING TENTATIVE TRACT MAP 13835 AND
ALL FEASIBLE MITIGATION MEASURES HAVE BEEN INCORPORATED AS
REQUIRED BY THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
Approve the Environmental Determination for the project by
adopting Resolution No. 89-123; and
RESOLUTION NO. 89-124 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING VESTING TENTATIVE TRACT MAP
NO. 13835 TO AUTHORIZE A 282 DWELLING UNIT RESIDENTIAL CONDOMINIUM
PROJECT LOCATED ON LOT 19 OF TRACT 12870
Approve Vesting Tentative Tract Map 13835 by adopting Resolution
No. 89-124, subject to the conditions contained in Exhibit A of
Planning Commission Resolution No. 2638 as recommended by the
Community Development Department.
6. JAMBOREE ROAD EXTENSION (EDINGER AVENUE TO BARRANCA PARKWAY);
RIGHT OF ENTRY/MEMORANDUM OF UNDERSTANDING
Approve the Right of Entry and Memorandum of Understanding with
The Irvine Company, for construction purposes upon Jamboree Road
Right-of-Way held by The Irvine Company, and authorize the Mayor
to execute said Memorandum of Understanding as recommended by
the Public Works Department/Engineering Division.
7. RESOLUTION NO. 89-122 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR CONSTRUCTION
OF THE TUSTIN AREA SENIOR CENTER ·
Accept the public improvements constructed by Construction
Architects, Inc. at Peppertree Park by adopting Resolution No.
89-122 and authorizing the City Clerk to file the Notice of
Completion with the County Recorder as recommended by the
Community Services Department.
8. RESOLUTION NO. 89-125 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, AUTHORIZING A SIGN CODE EXCEPTION FOR
RICOH FOR THE PURPOSES OF DISPLAYING A 40 SQUARE FOOT CORPORATE
LOGO FLAG AT 1231 WARNER AVENUE
Approve a Sign Code Exception authorizing Ricoh to display a
flag bearing its corporate logo at 1231 Warner Avenue by
adoption of Resolution No. 89-125, subject to conditions
contained therein, as submitted or revised, as recommended by
the Community Development Department.
9. RESOLUTION NO. 89-126 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, DESIGNATING PLACEMENT OF CERTAIN STOP
SIGNS
Adopt Resolution No. 89-126 authorizing the placement of stop

signs at Alder/Fig Tree and Browning/Sierra Vista intersections
as recomm~ =.d by the Public We ~ Department/Engineering
Division.
VII. ORDINANCES FOR INTRODUCTION
1. ORDINANCE NO. 1027 - COUNCIL REORGANIZATION
Councilman Kelly has requested that the following Ordinance No.
1027 have first reading by title only and be introduced:
ORDINANCE NO. 1027 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, RELATING TO COUNCIL REORGANIZATION
Recommendation: Pleasure of the city Council.
2. ORDINANCE NO. 1028 - PARKING RESTRICTION ON IRVINE BOULEVARD,
FIRST STREET AND YORBA STREET
ORDINANCE NO. 1028 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, ESTABLISHING AND PRESCRIBING NO PARKING
ZONES ON PORTIONS OF FIRST STREET, IRVINE BOULEVARD AND YORBA
STREETS
Recommendation: That the City Council, (1) by Ordinance No.
1028, for the duration of the reconstruction of the First Street
and Fourth Street/Irvine Boulevard bridges across SR-55 by
Caltrans, prohibit parking as designated and (2) Ordinance No.
1028 have first reading by title only and be introduced.

OLD BUSINESS
1. STATUS REPORT - JOHN WAYNE AIRPORT NOISE MONITORING PROGRAM (JWA),
COALITION FOR A RESPONSIBLE AIRPORT SOLUTION (CRAS), AIRPORT SITE
COALITION (ASC) AND HELICOPTER OVERFLIGHT PROGRAM TASK FORCE
(HOPTF)
Update on the John Wayne Airport Noise Monitoring Program (JWA),
Coalition for a Responsible Airport Solution (CRAS), Airport Site
Coalition (ASC) and Helicopter Overflight Program Task Force
(HOPTF).
Recommendation: Receive and file subject report as recommended
by the Community Development Department.
2. CITIZEN COMPLAINT - 13651 ROSALIND DRIVE
At the July 17, 1989 City Council meeting, Ralph and Susan Westrum
of 13651 Rosalind Drive expressed their complaints on two parking
restrictions.
Recommendation: Authorize the removal of all "No Parking Anytime"
signs on the westerly side of the alley between Linda Lane and a
point 417 feet south of Linda Lane, and authorize the retention
of the no parking signs on the easterly side of the alley and
within the turn-around area as recommended by the Public Works
Department/Engineering Division.

XI.
1. POLITICALL. ~ELATED ACTIVITIES= 1989 &ILLER DAYS
This item was continued, at the request of the City Council, from
their meeting of August 7, 1989.
Recommendation: Pleasure of the City Council.
2. LEFT-TURN SIGNAL PHASING AT WALNUT AND FRANKLIN
At the July 17, 1989 City Council meeting, representatives from
the Far West Bank requested the installation of a separate left-
turn phase from Walnut Avenue to Franklin Avenue.
Recommendation: Authorize the modification of the traffic signal
at Walnut and Franklin Avenues to provide for left-turn phasing
from Walnut Avenue to Franklin Avenue and approve a supplemental
1989-90 budget appropriation in the amount of $22,000.00 as
recommended by the Public Works Department/Engineering Division.
3. REVIEW OF EXISTING TIMING AT IRVINE BOULEVARD AND YORBA STREET
At a recent City Council meeting, a concern was directed to staff
relative to the signal at Irvine Boulevard and Yorba Street.
Recommendation: Receive and file subject report as recommended
by the Public Works Department/Engineering Division.
4. AWARD OF CONTRACT FOR ASPHALT CONCRETE REHABILITATION AND OVERLAY
PROJECT, 1988-898 FISCAL YEAR
Bids were received on August 15, 1989, and the low bid from Sully-
Miller Contracting Company was 5%.below the engineer's estimate
of $198,000.
Recommendation: Award the contract for subject project to Sully-
Miller Contracting Company, Orange, California, in the amount of
$188,101.70 as recommended by the Public Works Department/
Engineering Division.
5. CITIZEN COMPLAINT - 13321 NIXON CIRCLE
At the July 17, 1989 City Council meeting, Cathy and Keith Rankin
expressed their concerns/complaints regarding the E1 Modena-Irvine
flood control channel adjacent to their residence.
Recommendation: Refer this matter to the Orange County
Environmental Management Agency and direct staff to send a letter
outlining the resident's concerns as recommended by the Public
Works Department/Engineering Division.
REPORTS
1. PLANNING COMMISSION ACTION AGENDA - AUGUST 14, 1989
Ail actions of the Planning Commission become final unless
appealed by the City Council or member of the public.

2. CURBING DOGS
At the August 7, 1989 City Council meeting, concern was expressed
over the increased frequency with which dogs are defecating in
public places and the owners are not picking up the deposits.
Recommendation: Receive and file subject report as recommended
by the Police Department.
3. ASSEMBLY BILL 376 (KLEHS)
Councilmembers Kelly and Prescott requested that this item ~e
agendized.
Recommendation: Pleasure of the City Council.
