SIGN CODE EXCEPTION, 1231 WARNER AVENUE (RICOH)
REC~ENDATION
It is recommended that the City Council approve a Sign Code Exception authorizing
Ricoh to display a flag bearing its corporate logo at 1231 Warner Avenue by adoption
of Resolution No. 89-125, subject to the conditions contained therein, as submitted
or revised.
BACKGROUND

Ricoh recently remodeled and occupied, as a single tenant, a 137,000 square foot
industrial building located at 1231 Warner Avenue. The applicant has requested
approval of a Sign Code exception to display a 5' x 8' flag bearing the Ricoh
corporate logo in addition to the American and State flags. Such a display is not
listed as an allowable sign in the industrial district.
Pursuant to Section 9470 of the Sign Code, the City Council may authorize a Sign Code
exception provided that an.__~y of the following circumstances exist'
1. The subject property is developed with front yard setbacks more than two
times the minimum required setback.

The subject property footage is at least 75% of the minimum frontage
requirements for the signing.
3. The proposed signing does not exceed more than one in number nor more than
15% of the area of the aggregate size or signs authorized by the criteria
of the district.
4. The proposed signing would be in substantial conformance with the purposes
and intent of this Chapter and would not constitute a health or safety
violation as described in Part 4 of the Sign Code.
DISCUSSION
The proposed Ricoh flag would consist of a white background with red letters with a
large letter "R" and "RICOH" underneath. The flag has a total area of 40 square
feet. The flag would be displayed alongside of the American and State flags at the
front of the facility (see attached plan). The American and State flags are
existing. The proposed treatment is consistent with other facilities operated by
Ricoh in Tustin that currently display their corporate flag.

Existing signage for the facility consists of one 17.5 square foot monument sign
along Warner Avenue and two 6 square foot directional signs at the driveway
entrances.
The following is a comparison of Ricoh's proposal with the four criteria listed
above'
1. Required setback- Thirty (30) feet; Actual setback- 140 feet.
2. Minimum frontage (Warner Avenue) - None Required; Actual frontage 505 feet.
3. Aggregate sign area permitted - 200 square feet; proposed sign 40 square
feet (20%) for a total of 57.5 square feet of signs (28% of allowed
aggregate signage).
4. The intent of the Sign Code is for business identification; the corporate
name and logo would be displayed.
Pursuant.to Section 9470, only one of the four criteria must be met; Ricoh's proposal
meets three of the four (exceeds 15% of allowed aggregate sign area).
CONCLUSION
Staff believes the requested corporate flag is in keeping with the intent of the Sign
Code as demonstrated in the above comparison and would be consistent with other Ricoh
facilities within Tustin. Staff recommends that the City Council approve the subject
Sign Code exception by adoption of Resolution No. 89-125, subject to conditions as
submitted or revised.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, AUTHORIZING A SIGN CODE EXCEPTION FOR RICOH
FOR THE PURPOSES OF DISPLAYING A 40 SQUARE FOOT
CORPORATE LOGO FLAG AT 1231 WARNER AVENUE.
The Ctty Council of the City of Tustin does hereby resolve as follows:

The City Council finds and determines as follows:
1. That a proper application for a sign code exception has been
filed on behalf of Ricoh for the purpose of displaying a 40
square foot corporate logo flag at 1231 Warner Avenue.
That pursuant to Section 9470 of the Sign Code, all criteria
required prior to Council granting a sign code exception is
present with the subject request.
3. That the display requested is consistent with the intent of the
sign code in that the purpose of the sign code is for business
identification and said display would be for business
identification.
II. The City Council hereby approves the sign code exception for Ricoh to
display a 40 square foot corporate logo flag at 1231 Warner Avenue,
subject to the following conditions:
1. The flag shall be displayed on a flag pole designed in material,
color, style, and height consistent with the existing flag poles
on the site.
2. The subject flag shall be kept in a good state of repair and
shall be replaced should it become torn, frayed or otherwise
vi sibly damaged.

The subject flag shall not be larger or flown higher than either
the American or State flag displayed on the premises.
4. The subject flag shall not be displayed without being
accompanied with the American and State flag.
PASSED AND ADOPTED by the City Council of the City of Tustin on this 21st
day of August, 1989.
