BACKGROUND: Councilman Kelly has requested that the following Ordinance No. 1027 have first reading by title only and introduction at the August 21, 1989 City Council meeting: ORDINANCE NO. 1027 - AN ORDINANCE OF THE CITY COUNCIL OF TUSTIN, CALIFORNIA, RELATING TO COUNCIL REORGANIZATION Valerie Whiteman, Deputy City Clerk 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 25 27 2~ ORDINANCE NO. 1027 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, RELATING TO COUNCIL REORGANIZATION The City Council of the City of Tustin does hereby ordain as follows: I. The City Council finds and determines as follows: Ae The City Council shall reorganize by selecting one of its members as Mayor and another of its members as Mayor Pro Tempore approximately every nine months and two weeks commencing November 20, 1989. Be No person shall be appointed Mayor unless he or she held the position of Mayor Pro Tempore immediately preceding such appointment. Ce Persons shall be appointed as. Mayor Pro Tempore in accordance with the following order: (1) John Kelly .(2) Ronald Hoesterey (3) Ursula Kennedy (4) Earl Prescott (5) Richard Edgar As members leave the Council, the order of appointment shall be deemed modified by adding the names of such new Council members at the'bottom of the order of appointment and deleting the name of the retiring members. When the names of two or more new Councilmembers are added at the same time, their respective positions on the order of appointment shall be determined based on which person received the higher number of votes in the municipal election at which they were elected. D. When a Council reorganization is required by State statute the persons then serving as Mayor and Mayor Pro Tempore, if eligible, shall be reappointed for the balance of time remaining, if any, in those positions. Ee By affirmative vote of not less than four members of the Council, the provisions of this Ordinance may be suspended, and any member of the Council may be appointed to the position of Mayor or Mayor Pro Tempore for a fixed or indeterminate term or terms.
