SUBJECT: PARKING RESTRICTION ON IRVINE BOULEVARD, FIRST STREET AND
YORBA STREET
RECOMMENDATION:
That the City' Council, by ordinance, for the duration of the
reconstruction of the First Street and Fourth Street/Irvine Boulevard
bridges across SR-55 by Caltrans, prohibit parking as follows:
First Street - West city limit to 150' E/O Mountain View Dr.
Irvine Boulevard:
North side - West city limit to Prospect Avenue
South side - West city limit to 1000' E/O Prospect Avenue
Yorba Street - Irvine Boulevard to First Street
BACKGROUND:
Caltrans will begin work on the reconstruction of the I-5/SR-55
interchange project in Winter 1989-90. Included in the project will be
the removal and reconstruction of the bridges across SR-55 at First
Street and at Fourth Street/Irvine Boulevard. Because of the
substantial impact that removal of those bridges will have on vehicular
circulation in the area, the cities of Tustin and Santa Ana employed
Parsons, Brinkerhoff, Quade & Douglas, Inc., consulting engineers, to
complete a detour study to evaluate measures that can be taken to
mitigate traffic impacts during the reconstruction process.
The mitigation measures recommended in the study include:
* Irvine Boulevard at Yorba Street
Provide separate signal phases for east and westbound approaches and
dual left-turn lanes for westbound approaches.
* First Street at Yorba Street
Provide separate signal phases for east and westbound approaches
and eastbound left turns.
* First Street - West city limit to east of Yorba Street
Re-stripe to provide three lanes in each direction.
* Irvine Boulevard - West city limit to Prospect Avenue
Re-stripe to provide three lanes in each direction.
* Yorba Street - First Street to Irvine Boulevard
Widen and re-stripe to provide three travel lanes and left and right
protected turns.

In order to gain the highway width needed to implement the recommended
mitigation measures, it will be necessary to prohibit parking on First
Street, Irvine Boulevard and Yorba Street within the limits outlined
above.
The bridges will be reconstructed in turn starting with the Fourth
Street/Irvine Boulevard structure, and the work on each will take from 9
to 12 months to complete.

ORDINANCE NO. 1028
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA ESTABLISHING AND PRESCRIBING
NO PARKING ZONES ON PORTIONS OF FIRST STREET,
IRVINE BOULEVARD AND YORBA STREETS.
The City Council of the City of Tustin hereby finds and
determines as follows:
WHEREAS, the City Council recognizes, finds and
determines that the City of Tustin has heretofore entered
into an Agreement with the Department of Transportation of
the State of California for improvements to City streets to
be impacted by the reconstruction of the I-5/SR55
interchange; and
WHEREAS, the reconstruction of the I-5/SR55 interchange
will concurrently involve the reconstruction of the Irvine
Boulevard bridge over SR55 and the reconstruction of the
First Street bridge over SR55 during which said
reconstruction the said Irvine bridge will be closed for one
year and the said First Street bridge will be closed for one
year (not concurrently); and
WHEREAS, the intent of the improvements which are the
subject of the aforesaid Agreement with the Department of
Transportation is to mitigate vehicular circulation
congestion on First Street, Irvine Boulevard and Yorba
Street during the aforesaid period of reconstruction; and
WHEREAS, the proposed improvements to mitigate
vehicular circulation congestion through these streets
during the construction period are to include include:
A. Dual left turns at intersections.
B. Protected right turns.
C. Signal phasing adjustments.
D. Increased highway capacity by elimination of
on-street parking on portions of said streets.
NOW, THEREFORE, the City Council of the City of Tustin,
California does hereby ordain as follows:
1. On-street parking shall be prohibited on the
portions of streets described hereinbelow during the periods
set forth hereinbelow and the City Engineer is hereby
authorized and directed to place red curb markings on those
portions of the streets described hereinbelow and to post no
parking signs at appropriate intervals and places on those
portions of the streets described hereinbelow.

2. The portions of streets upon which parking shall
be prohibited are as follows:
A. First Street: Between the westerly City limit
of Tustin, easterly to one hundred and fifty feet (150)
easterly of the easterly right of way line of Mountain View
Drive.
B. Irvine Boulevard: On the northerly side of
the street from the westerly City limit of Tustin to the
westerly right of way line of Prospect Avenue and on the
southerly side of the steet from the westerly City limit of
Tustin to one thousand feet (1,000') easterly of the
easterly right of way line of Prospect Avenue.
C. Yorba Street: From northerly right of way
line of First Street to the southerly right-of-way line of
Irvine Boulevard.
3. The hereinabove described no-parking restrictions
shall be in effect from approximately January 1, 1990 to
January 1, 1992, with the City Engineer hereby authorized
and directed to cause the said curbs to be painted and signs
to be placed as described hereinabove within thirty (30)
days of the date when construction is to begin upon the
reconstruction of either of the hereinabove described
bridges and to remain in place until both of said bridges.

without further authorization or direction from the City
Council.
