W 8-21-89 DATE: AUGUST 10, 1989 ~~~ TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBOEOT: REVIEW OF EXISTING TIMING AT IRVINE BOULEVARD AND YORBA STREET RECOMMENDATION: Receive and file. ~ACKGROUND: At a recent city council meeting, a concern was directed to staff relative to the signal at Irvine Boulevard and Yorba Street. Specifically, the concern centered on too much green time on Irvine and not enough green time on Yorba. DISCUSSION: The subject intersection is a link in a chain of several synchronized intersections along Irvine Boulevard - including the Irvine Boulevard intersection at the SR-55 freeway on-ramp. Its operation is governed by traffic signal coordination programs which, depending on the time of day, will purposely delay side street traffic. During peak traffic periods, it is not unusual for side street traffic to be delayed for periods longer than normal. That is because the signal coordination program is controlling the signal's green phases and necessarily will give preferential green signal time to the highest traffic volume flow (Irvine Boulevard). Although a recent check of the intersection did not reveal a malfunction, we nevertheless will perform an analytical evaluation of the intersection operation. This will include a review of traffic counts, the needs/operation of the state-controlled Irvine/SR-55 freeway signal, and a review of the actual coordination programs for Irvine Boulevard. It is suggested that the council provide engineering staff with the time of day that the occurrence was noted. With that information, a visual examination at that time will be conducted to assist in our improvement recommendation. If the complaint of long green time was at night, the remedy most likely will be quite easy.
