TO: WILLIAM HUSTON, CITY MANAGER
FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION
SUBJEOT: RED HILL AVENUE UNDERGROUND DISTRICT NO. 11
RECOMMENDATION:
That the Tustin City Council at their meeting of September 5, 1989, pass
and adopt the attached resolution which sets the time and place of a
public hearing to consider the designation and adoption of the Red Hill
Avenue Underground Utility District No. 11.
BACKGROUND:
The proposed Underground Utility District No. 11 provides for conversion
of all overhead distribution utilities to underground utilities along
Red Hill Avenue between Sycamore. Avenue and Copperfield Drive. In
addition to the overhead distribution utilities being undergrounded, it
will be necessary to require the undergrounding utility services for the
private properties as follows:
1. 14462 Red Hill Avenue (J. M. Nisson)
2. 14441-471 Red Hill Avenue (Marilyn Newell, P.O. Box 267,
Balboa Island, CA 92662
3. 14421 Red Hill Avenue (William Furst, 6 Seafaring Drive,
Corona Del Mar, CA 92625)
DISCUSSION:
City of Tustin Ordinance 411 (Tustin City Code, Section 7500) authorizes
the city council from time to time to call public hearings to ascertain
whether the public necessity, health, safety or welfare requires the
removal of poles, overhead wires, etc. within certain designated areas
of the city and to consider the underground installation of the above-
mentioned appurtenances for supplying electric, communication and other
similar services.
Ordinance NO. 411 also requires the city to notify all affected property
owners and all concerned utilities by mail of the time and place of said
hearings at least ten (10)~ days prior to the date of said hearing to
determine whether to form an underground utility district.
The attached resolution sets the date of the public hearing for
Underground Utility District No. 11 on Monday, October 2, 1989 at 7:00
P.M. in the City Council Chambers,' 300 Centennial Way.
It is proposed to fund Underground Utility District No. 11 with Southern
California Edison Company Rule 20A monies, except for the cost of any
additional street lights which may be required. These street light
costs would be borne by the city. A complete cost breakdown of this

proposed project will be included within the city engineer's report for
said District No. 11 which will be available at least ten days prior to
the public hearing date of October 2, 1989.
The city's current balance in the Edison Rule 20A Fund is approximately
a negative ($130,000.00). The city accumulates approximately $125,000
each year. Edison Company has tentatively indicated that the city will
be able to borrow against future year allocations to cover the estimated
cost of $260,000 for this project. This project would obligate the
city's RUle 20A apportionments through calendar year 1992.
It is anticipated that the project would take between 12 and 18 months
to complete. We would attempt to accelerate this project as much as
feasible, depending upon the workloads of the affected utility
companies.
