HUSTON, CITY MAIIAGER FROM: COIIIIUMITY DEVELOPMENT DEPARTMENT /diD POLICE DEPARTHE#T SUBJECT: NEIGHBORHOOD ~PROVFJIENT PROGRAM ACTIVITY ON SYCAMORE/NEWPORT AREA RECOI~ENDED ACTION It Is recommended that the City Council direct staff to conduct regular code enforcement action on properties in violation of City Code(s). BACKGROUND AND D]:SCUSSION · [ ii ii i I ii In June of 1989 the City Councll directed staff to look into reactivating the Neighborhood [mprovement Program for the purposes of clearing potential public safety hazards and code vtolatlons In the area sho~n on the attached map. The ortglnal Neighborhood Improvement Program was a cooperative effort of representatives of the Fire, Health, 'Building, and Planning Divisions with representatives from the Pollce Department spearheadlng the tntttal contacts and follow up. The program was used on Kenyon Drive and Alliance Avenue to alleviate On-site deterioration and public safety hazards. These conditions were quite severe and each property was visually blighted and numerous violations were found. To address the Council's request, representatives from the Police Department and Planntng Dlvtsion inspected the area to get an idea of the conditions tn the area. 'After surveying the area it was found that relatively few violations were evident. Items such as abandoned/disabled cars, weeds, outdoor storage and banners were found on some sttes but not uniformly throughout the area. Problems were typically found on a fe~ key sites (apartments) but were related to non-hazardous conditions like those listed above. CONCLUSION i L III Code enforcement activities are typically reactive (response to complaint only). Staff suggests that the CoUncil request staff to follow-up on those violations found as a result of the survey. This follow-up would be done through the current code enforcement procedure (letter writing) rather than using the Neighborhood Improvement Program since the number and severity of violations is relatively minor. City Council Report Neighborhood Improvement Program Page two If such direction is given by the Council, code enforcement staff will conduct drive by inspections and notify all property owners and/or tenants of the violations and request compliance.
