TUSTIN AREA SENIOR CENTER FACILITY USE FEE SCHEDULE
RECOMMENDATION
To adopt the. Tustin Area Senior Center Fee Schedule for facility
rentals as recommended by the Senior Advisory Board.
BACKGROUND
Although seniors have first priority use of the Center, the
building will be available to the general public for rentals, when
not used by seniors. As the Council recalls, the policies for the
Center are the City's general facility use policies; they were
approved by the City Council in August 1988 as part of the Senior
Center Operating Plan. The only difference is that religious
worship or sectarian instruction is prohibited by the Senior Center
Bond Act.
The Tustin Area Senior Center Operating Plan was approved by the
City Council in August of 1988. This plan has served as a valuable
t' road map in guiding the establishment of policies as well as in the
organization of the Senior Advisory Board and the operation of the
Center. In a few instances some of the practices recommended in
the plan have been modified but these modifications have not
deviated from the general philosophies outlined in the Operating
Plan.
_ In fall of 1988 staff conducted an extensive Facility Rental Survey
which analyzed fees for comparable facilities in Orange County.
The information from the survey identified the current rental fee
schedule as adequate.
Attached for the Council's review is the proposed fee schedule for
the Tustin Area Senior Center. Prices for renting the Senior
Center are based on the current fees but are slightly higher than
those for the Clifton C. Miller Community Center to reflect the
cost of a maintenance person, to conduct set-up, event supervision,
and clean-up.
Current practice at the Clifton C. Miller Community Center is that
building renters perform their own set-up. This is not practical

at the Senior Center because the furniture is heavier, higher
quality, and the floors require special care. Allowing renters to
handle the furniture and equipment could result in damage to the
furniture and the building, and poses a potential liability
allowing unqualified people to move heavy furnishings. At the
Senior Center, City staff will be responsible for handling
furniture and equipment, as well as being present for the duration
of scheduled events. This practice will provide for more
responsible use of the building and its furnishings and equipment.
Senior groups and programs are still moving in. Beginning the week
of September 25, 1989, some Community Services classes will move
in during the evening hours. Once Council approves the fees the
building will be available for public use. Hours for rental to the
public are evenings after 5 p.m. and weekends, on a space available
basis.
