It is recommended that the closure of Red Hill Avenue be implemented on the weekend beginning Friday evening at 10:30 p.m., October 27, 1989 through Sunday afternoon at 3:00 p.m., October 29, 1989 instead of the weekend of October 6th through October 8th.as initially proposed. A copy of the press release and alternate routes sketch informing the public of this proposed work is attached for your information. BACKGROUND: At their meeting of September 18, 1989, the City Council approved implementation of the Plan C (total closure) program for improving the Atchison, Topeka and Santa Fe Railroad (ATSF) crossing at Red Hili.. Avenue from Friday, October 6, 1989 through Sunday, October 8, 1989 ( copy of staff report attached) . Since that meeting, AT&SF officials have asked that the City consider changing the previously approved dates for the construction to Friday, October 27 through Sunday, October 29 in order to allow more time for the extensive coordination required to implement this work. City staff is in concurrence with this request and feels that a change in dates will improve the effectiveness of the public notification process by providing an additional period of time prior to the roadway closure. FOR IMMEDIATE RELEASE RAILROAD IMPROVEMENTS AT RED HILL AVENUE The City of Tustin is anticipating major construction to occur on Red Hill Avenue at the AT&SF Railway crossing. To improve the existing railway crossing located just north of Edinger, Tustin will permit the Atchison, Topeka and Santa Fe Railroad Company to close both sides of Red Hill Avenue between Edinger Avenue and Service Road. The closure will be implemented Friday evening at 10:30 p.m., October 27, 1989, and will be removed on Sunday afternoon at approximately 3:00 p.m., October 29, 1989. To minimize the inconvenience to motorists over the one weekend period, a sketch of the closure area has been provided to assist motorists in developing alternate routes. Staff would recommend implementation of the Plan C (total. closure) program for.improving the AT&SF crossing at Red.Hill.Avenue from Friday, October 6, 1989 through Sunday, October 8, 1989. The City Council is encouraged to contact staff with any questions or comments and to indicate their concurrence with the proposal so that notification signing can be installed as soon as possible. BACKGROUND: The Atchison, Topeka and Santa Fe Railway (AT&SF).Company is. -in the process of upgrading"allroadway railway crossings in Orange County which do not have rubberized crossing surfaces. This is part of a mayor improvement program for the entire Lossan Corridor. The AT&SF crossing of Red Hill Avenue is one of the locations slated tee be improved. Work will include installation of new ties, rails, ballast and a rubberized roadway crossing surface.* At -the request of city staff, alternate plans for performing this work were investigated by representatives of Santa Fe. They ranged from closing one lane at a time. on Red Hill ,Avenue for. a period of eighteen days -(Plan A) to . a complete closure of Red Hill Avenue during one weekend period beginning at 10:30 p.m. Friday to 3:00 p.m. Sunday (Plan C). A third alternative, Plan B, was also developed which would close one-half of the roadway during one weekend and complete the construction the following weekend by closing the other half of the roadway. Each of tie plans has its own unique advantages and disadvantages; however, staff -.-recommends implementatioir--of ' Pian C since it has the shortest construction period, minimizes potential traffic control safety problems, and enables the railway company to complete its Lossan track improvements to higher quality levels. than. would be possible under either a Plan A or B scenario. Santa Fe is targeting the weekend of Friday, October 6.through Sunday, October 8, 1989 as their desired time frame to improve the crossing. Notification signing would be placed at key locations at least two weeks prior to the October 6th date with letters being sent to adjacent businesses regarding the weekend closure.: In addition, a detailed detour signing program would be implemented to route traffic around the closure.
