DISCUSSION
JWA - The City's comments on the Phase 2 Access Plan were hand delivered to the
l~-6~nty, on..September 20th. The County Airport Commission will review the Plan on
October 4th, staff will attend. Should the Council be interested in attending, the
meeting will be held at 7:00 p.m. in the Board of Supervisor's Hearing Room at 10
Civic Center Plaza in Santa Aha.
ASC - There is no new information to report at this time.
CRAS - Pursuant to the Council's request, staff has' obtained additional information
regarding the intended use of the requested contributions. According to CRAS, the
monies would be used to fund membership drives, a lobbying campaign against the Inter
County Airport Authority's efforts to conduct a separate study regarding joint use of
MCAS E1 Toro and lobbying efforts for Congressman Cox's proposed legislation to
prohibit joint commercial use of MCAS E1 Toro. The lobbying efforts could include a
massive mail campaign to State and Federal senators/legislators, press releases, and
professional, lobbyists, etc. The membership drive would be done via a mail campaign
accompanied by press releases. All members of CRAS have been approached for
contributions, including Cities, Homeowner's Associations and individuals. As stated
in our last status report, member Cities have been asked for contributions of $1,000
or more.. The Council should review this request in light of the above information
and provide appropriate direction to staff.
Attached to this report is a report from Kathy Well on the CRAS Board meeting held on
September 25th.

According to Paine & Associates ( the CRAS P/R firm) The Irvine Company very recentlY changed their neutral position
on the joint use of El Toro to one of definite opposition to the commercial use of El Toro. The. coalition will try to join
forces with TIC and persuade the rest of the development community to also oppose this use.
Paine & Associates has also persuaded several Saddleback Valley cable stations to run thc video that CRAS has prepared
on the joint use of E1 Toro. I believe its the same one that Council viewed several months ago.
AB 1830 died in committee for lack of a second. If you will remember, this was a bill supported by Marian Bergeson that
would have set up a special task force to chose a location for a new Southern California airport. In its early stages it ran
into some opposition because of its lack of veto power by thc area selected. This veto power was added later, but there was
still some questions about thc status of the information being gathered by the Airport Coalition. Apparently the bill will
be reintroduced next year.
We received more information on the ongoing saga of Ken Delano and his threat to the final elimination of El Toro as a
viable site for a new airport. Ken Delano, who is the Assistant to the City Manager of Newport Beach, was chairman of
the Airport Coalition committee until they voted to eliminate El Toro from'any further consideration as a commercial
airport site. He didn't like the vote so he quit. He did not'go away, however. Since he is also the Executive Director oflCAA
(Inter-County Airport A~sociation), Ken wenrm SCRAG, afterhis departure from the Coalition, and asked them.to request
that ICAA do a feasibility study on the commercial use of EL Toro. Ken obviously remembered that back in 1980., when
SCAG did its Aviation Element, it suggested that further study be done on El Toro and Camp Pendleton. ICAA is paying
Ken $30,000 to gather and analyze information on the feasibility of the commercial use of E1 Toro. Apparently ICAA's
original charter gives them the authority to implement Ken's recommendations if they so wish. The first part of Ken's study
is due in October with the final part due in December, 1989.
CRAS is watching this very closely. They are working with the Coalition to clean up the va!~dity of mu,ch of the data, so
that in the event ora real. fight (legal) the proper data will be ~ed. CRAft is trying t~ build ~ War Chest of cash bCc~sc
they feel that thc Commercialization of El Toro is far from dead. They've been very frugal with what they have, but even
a small mailing to alert the area ora problem could wipe out their current bank balance. With thc support we've gotten from
Congressman Cox everyone feels the threat has disappeared. But it's only gone underground, temporarily.
