The. City Council at their meeting on September 18th deferred any direction -to staff
to proceed with preparation of bid documents for demolition of the building at 200 E1
Camino Real.
A Notice and Order declared the fire damaged structure substandard and requested
demolition or rehabilitation of the building by September 11th. A certified copy of
the notice was sent to all potential interests in the property including
Beneficiaries on Deeds of Trust on the property. Notices to the property owner have
been returned unclaimed with no forwarding address. Additional follow-up during the
week of September 25th has indicated that the subject property is in the process of
foreclosure but that the current listed owner is still responsible. A final
determination on any sale of the property through the foreclosure action or judgment
may not be forthcoming for approximately 6 weeks. In the meantime, the insurance
carrier on the property may wish to proceed with clean-up.
To determine the cost magnitude for demolition work in the event the City should wish
to proceed with preparation of bid specifications and authorization to advertise for
bids, staff have contacted several demolition contractors for demolition estimates.
Estimated costs for City demolition could range from $20.,000 - 30,,000+ which would
have to be recovered through a lien or assessment against the property.
Specifications for demolition and authorization to invite bids would have to be
approved by the City Counrei 1.
Prior to the City assuming demolition responsibilities, however, staff would
recommend one additional effort to contact the owner or a repesentati ve of the
owner. Since the property is secured, staff under advice from the City Attorney,
suggests delaying any City action on demolition and will provide a status update on
this matter for the next Council meeting.
