SUBJECT: REQUEST FOR TREE REMOVALS
That the City Council, at their regular- meeting of October 2, 1989, approve the
Public Works Department's recommendations on tree removal requests, which are
more specifically as follows:

BACKGROUND:
Attached, as an exhibit, is a list of tree removal requests which were received by the
Public Works Department through August 20, 1989. The requests are for the
removal of trees located in the public right of way..
Each location has been investigated by a member of the City's tree maintenance staff.
Staff has rendered a recommendation, prepared cost estimates and in residential
areas, surveyed adjacent property owners to assess neighborhood opinion. This
information is contained in the specific request tabulated in the attached exhibit.

Trees approved for removal, by Council, shall be removed and replaced by City
crews. Replacements will be with a tree of acceptable species from the City's
approved tree list.

REQUEST: That the City remove the Ficus tree in the parkway at City
expense.
STAFF EVALUATION: The tree has raised the sidewalk. It is growing too fast for
the 4 foot parkway.
NEIGHBOR RESPONSE: Yes - 3, No - 0, No response - 2.
RECOMMENDATION: That the request be approved. That the tree be replaced with
a Carrot Wood with a root barrier system.
ESTIMATED COST: Estimated cost for removal and replacement is $500.00.

That the City remove the Ficus tree in Parkway at City
expense and replace with a New Zealand Christmas tree or a
Magnolia tree.
STAFF EVALUATION:
A mature Ficus tree with an extensive root system that is
outgrowing the parkway.
NEIGHBOR RESPONSE: Yes - 3, No - 0, No response - 2.
RECOMMENDATION: That the request be approved. That the tree be replaced with
a Liquid Amber or a Magnolia tree with a root barrier.
ESTIMATED COST: The estimated cost to remove the tree, grind the stump, and
replace with a Magnolia or Liquid Amber is $500.00.

REQUEST: That the City remove 2 Palms and 1 Pine tree in the parkway
at City expense.
STAFF EVALUATION: The Palm trees are in the phone lines and in one year will be
growing into the power lines.
NEIGHBOR RESPONSE: Yes - 4, No - 0, No response - 1.
RECOMMENDATION: That the request be approved for the 2 Palm trees only, and
that they not be replaced. That the request be denied for the
Pine tree and that the Pine tree be trimmed only.
ESTIMATED COST:' The estimated cost to remove the 2 Palms and trim the Pine
tree is $730.00.

expense.
STAFF EVALUATION: A medium size Pear tree infested with White Fly.
NEIGHBOR RESPONSE: Yes - 3, No - 1, No response - 1.
RECOMMENDATION: That the request be denied. With the approach of winter the
White Fly population will be brought under control.
ESTIMATED COST: The estimated cost to trim only is $100.00.

REQUEST: That the City remove a small Ficus tree in the parkway and
replace with a Crape Myrtle at City expense.
STAFF EVALUATION: A small healthy Ficus tree causing no sidewalk or curb
damage, and in no need of trimming.
NEIGHBOR RESPONSE: Yes - 3, No - 1, No response - 1.
RECOMMENDATION: That the request be denied.

STAFF EVALUATION: A medium size Pear Tree infested with White Fly.

RECOMMENDATION: That the request be denied. With the approach of winter, the
White Fly population will be brought under control.
ESTIMATED COST: The estimated cost to trim only is $100.00.

STAFF EVALUATION: This Ficus tree is out growing the parkway,
threatening to damage City improvements.
NEIGHBOR RESPONSE: Yes - 3, No - 1, No response - 0.
RECOMMENDATION: That the City remove this tree and replace with a
Tristania tree with a root barrier.
ESTIMATED COST: The estimated cost to remove and replace the tree
would be $400.00.

STAFF EVALUATION:
This is a healthy Carrot' Wood with an extensive root
• system. There is a little mowing or weedeater damage
at base of trunk.
NEIGHBOR RESPONSE:
Yes - 2, No -0, No response - 3.
RECOMMENDATION:
That the City not remove this tree at this time. That
the City trim and root prune on sidewalk side of tree
only.
ESTIMATED COST:
The estimated cost to trim and root prune is $170.00.

STAFF EVALUATION: A healthy Pepper tree that needs to be trimmed. This tree is
starting to lift the sidewalk.
NEIGHBOR RESPONSE: Yes - 2, No - 0, No response - 3.
RECOMMENDATION: That the request be denied. This is a healthy Pepper tree that
should only be trimmed and then root ground along sidewalk
side. If sidewalk shows more signs of lifting in the future, to
approve removal.
ESTIMATED COST: The estimated cost to trim is $100.00.

with a Crape Myrtle with a root barrier box.
