SUBJECT: AWARD OF CONTRACT FOR CONSTRUCTION OF JAMBOREE ROAD BETWEEN
TUSTIN RANCH ROAD AND CHAPMAN AVENUE (RELOCATED)
RECOMMENDATION:
It is recommended that the Tustin City Council at their meeting of
October 2, 1989 award the contract for the subject project to Sully -
Miller Contracting Company in the amount of $5,785,464.79.
BACKGROUND:
Bids were opened September 21, 1989 for subject project and -five bids
were received as follows:
Sully -Miller, Orange ..............0000.. $5,785,464.79
Excel Paving, Long Beach ................ $5,866.738.97
Fleming Engineering, Buena Park ......... $6,072,578.11
Vernon Paving, Anaheim ...........0000... $6,108,628.99
Maya Construction, Tucson ............... $6,782,222.00
The low bid by Sully -Miller Contracting Company is 24.3% below the
engineer's estimate of $7,642,192.40. Sully -Miller Company is well
known in this area and is now completing contracts for the city in the
Tustin Ranch area.
This project includes the street improvements and various utilities
along Jamboree Road in both the cities of Orange and Tustin. Funding
will be provided by both City of Orange Assessment District No. 86-1,
and City of Tustin Assessment District No. 86-2. Properties in both
Orange and Tustin within Assessment District No. 2 will be assessed for
their proportional share of improvements of the project. Additionally,
this project includes both domestic and reclaimed water facilities which
are not funded by the assessment districts, but will be funded
separately by the Irvine Ranch Water District per a previous agreement.
These street improvements will provide for curbs, gutters, paving,
traffic signals, street lights and utility infrastructure.
The cost breakdown is as follows:
Assessment District funding ............ $4,550,464.79
IRWD funding ........................... $21235,000.00
