HomeMy WebLinkAboutCC 7 STOP SIGN EVAL. 10-16-89 · -.-~= ~,_ ~. -~i~ ~:~ CONSENT CALENDAR ' . !, /0,-".~ 10-16-89 DATE: OCTOBER 9, 1989 ~ I TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: STOP SIGN AND SIGHT DISTANCE EVALUATION - TUSTIN VILLAGE WAY AND ALLIANCE , RECOMMENDATION: It is recommended that the City Council approve the attached resolution 6alling for the installation of a 3-way stop at Tustin Village Way and Alliance. BACKGROUND: At a recent City Council meeting, staff received a request to evaluate the intersection of Tustin Village Way and Alliance Avenue. The specific concern centered on a need for a 3-way stop sign at the intersection as well as any needed sight distance improvements. DISCUSSION: ~ · To determine the need for a 3-way stop sign, traffic counts were taken for all three approaches and sight distance measurements were' conducted. The results indicate that existing counts fall slightly below State warranting criteria and sight distance is marginal - depending on the number of parked cars in the area. It is the situation of parking in the area and its effect of sight distance that provides the strongest support for the stop signs. Because levels of curb parking on each leg of the intersection are high, adequate sight distance for vehicles exiting Alliance in particular is sometimes poor. This condition is aggravated by the recent removal of a pre-existing stop sign that was located just south of Alliance on Tustin Village Way at the old freeway off-ramp. It is noted that red zones already are installed on Tustin Village Way both north and south of Alliance. While the sight distance problem could be reduced by a significant lengthening of those red zones, such an improvement would reduce the availability of needed curb parking. It'is therefore staff's conclusion that the level of traffic using the intersection, the change in traffic patterns caused by the recent removal of the Tustin Village/Freeway off-ramp stop sign, and existing parking/sight distance conditions do create the need for a stop sign at Tustin Village Way and Alliance.
