CREATING THE TUSTIN-SANTA ANA TRANSPORTATION SYSTEM IMPROVEMENT
RECOMMENDATXON

It is recommended that the City Council either'
1. Approve a Joint Powers Agreement if the City Attorney and staff reaches
agreement with Santa Ana; or
2. Continue the matter.
BACKGROUN_D -'
The City Council at a meeting on October 2, 1989 continued discussion on this
matter pending concurrence by each City on the proposed Joint Powers Agreement
creating the Tustin-Santa Aha Transportation System Improvement Authority.
Each City will be meeting late in the week of October 9th in an attempt to
resolve certain issues remaining with the Draft Agreement. If concurrence on
the Draft Agreement can be reached by Friday, October 13th, the City Council
will be transmitted a copy of the Agreement, under separate cover, for their
consideration on October 16, 1989.
It is staff's understanding that the Santa Ana City Council has also scheduled
action on the Birtcher-Xerox Project for the meeting on October 16, 1989. At
the writing of this report there was no indication that additional continuances
of Santa Ana's anticipated actions on the project could be expected. Should an
Agreement not be ready for Santa An,a and Tustin approval on October 16th, a
representative from the City Attorney s office will be present at the Santa Ana
October 16th Council meeting to ensure that Tustin concerns on the
Birtcher-Xerox project are placed on the record.
