It is recommended that the City of Tustin officially oppose LAFCO appointment of
Special District representatives.
BACKGROUND
As you may be aware, the Executive Director of LAFCO has recommended that two
independent special district representatives be allowed a seat on LAFCO. The
spec.ial district members would be chosen by a Special District advisory
committee consisting of a representative of each independent special district
and would have the same privileges and responsibilities ,as the current
comml ssioners. ' ' ..
I would strongly recommend that the City of Tustin, in conjunction with other
cities in Orange County oppose the representation on LAFCO for Special Districts
for the following reasons'

1. Deletion of the voting influence of local government representatives
on LAFCO.

Special districts are limited purpose groups with narrowly focused
servi ce provi si on experience.

While LAFCO staff argue that having special interest representation on
LAFCO would prevent the unnecessary and inefficient duplication of
services between local agencies, I believe that the contrary will
result. Many special districts provide duplicate services to those
services provided by incorporated cities and would not exist if
annexation proposals or redistricting plans were approved. Having
these districts represented on LAFCO, gives them a vested interest in
maintaining the status quo.
It is my understanding that LAFCO will consider the above proposal on November
1, 1989... I would strongly urge that a City Council representative voice the
City's opposition at the hearing on this matter. If I can be of any further
help, please let me know.
