BACKGROUND: Foothill Reservoir, a 3.5 million gallon storage facility, is located in the unincorporated county area at the intersection of Hewes and Fowler Avenues. The facility was constructed by Tustin Water Works in 1959. Recent inspections indicated root damage and a need to rehabilitate the gunite liner. The Engineering Consulting firm of Woodside-Kubota was retained to study the condition of the reservoir and prepare detailed recommendations on modifications and repairs aimed at extending the life of the facility and maintaining acceptable water quality standards. The engineers recommendations have been held in ebeyance pending cool weather and diminished seasonal water demands. A Hypalon liner together with modifications to the over-flow piping are recommended. It is proposed that repairs and modifications be made during the winter months when the water d'i~mands are minimal. The Water Capital Improvement budget provides for the proposed repairs and modifications. Bob Ledendecker Director Public Works/City Engineer Manager Field Services
