II_ DATE: October 20 1989 CONSENT CALENDAR NO. 15 11-6-89 Inter- Cora TO: WILLIAM HUSTON, CITY MANAGER FROM' PUBLIC WORKS DEPARTMENT/FIELD SERVICES SU BJ ECT: DECLARATION OF SURPLUS VEHICLES AND WORK EQUIPMENT k,,, , RECOMMENDATION: That the City council, at their regular adjourned meeting of November 6, 1989; declare the equipment detailed in this report surplus, and not required for public use and authorize the Public Works Department to dispose of equipment in accordance with Ordinance 871 of the City of Tustin. Further recommend that; 1. Unit 3409, a 1986 Chevrolet Caprice, be identified as the unit which will be donated to the Tustin Area Historical Society as authorized by Council on October 2, 1989, and; 2. That the Tustin Unified School District be authorized to purchase one of the Police' vehicles listed for the amount stated as estimated value. BACKGROUND: Section 1626a(2) of the City of Tustin Ordinance 871 discusses the disposition of property and requires the purchasing agent to make a written estimate of the value of any surplus items not useable by the City or not required for public use. Further, the City Council must find that these surplus items are not required for public use and after said finding, the purchasing agent shall have the authority to sell such items in accordance with Section 1625c and Section 1625d of Ordinance 871, whichever is applicable with the following exceptions: o On October 2, 1989, City Council. approved the donation of one of the police units to the Tustin Area Historical Society. Staff has identified' Unit 3409 as being the unit which would best serve the needs of the Historical Society. The estimated value of this unit is $1,750.00. . The Tustin Unified School District has expressed interest in purchasing one of the police units to use as part of their internal security program. The City supports the efforts of this program as it precludes graffiti and vandalism in and adjacent to the school areas. Staff recommends that Tustin Unified School District be given a choice of the equipment listed in this staff report and an opportunity too purchase one unit for the amount stated as the estimated cost. -2- DISCUSSION: The .Public Works Department is prepared to sell the remaining equipment at the next available auction. Tustin Unified School Distri6t has security personnel that patrol each facility in the district on weekdays from 11:00 pm to 5:00 am and through the day on weekends. This patrol has. greatly cutdown on vandalism, false alarms, and possible break in. Our personnel do not carry weapons. If necessary, they notify the police or sheriff's department. The vehicle we use now for security patrol is beyond repair. Any assistance in purchasing a surplus police vehicle would be appreciated. Yours truly, W-H.
