OCTOBER 31, 1989 ~ I TO: WILLIAM HUSTON, CITY MANAGER FRO~: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: I-5/SR-55 INTERCHANGE RECONSTRUCTION - CONCERNS OF THE TUSTIN VILLAGE WAY HOMEOWNERS ASSOCIATION RECOMMENDATION: Receive and file. DISCUSSION: During the October 16, 1989 Tustin City Council meeting, the City Council directed the staff to place on the City Council agenda an item to review the concerns of the Tustin Village Way Homeowners Association regarding th~ reconstruction of the I-5/SR-55 interchange. The concerns that the Association identified at the meeting include: · The agreement between Caltrans and the Orange County Transportation District regarding the construction of an exclusive transitway connector between I-5 and SR-55, the only transitway to be built ~ ..... through residential land in the country. 2. Noise from the ongoing project to widen SR-55 S/O I-5 is getting louder. W~y? 3. Why, and by what authority, have Caltrans surveyors entered onto Association property? 4. What is the status of the negotiations to acquire right-of-way from the Association for the I/5/SR-55 project? It has ~been several months since any contact by Caltrans was made. 5 Is any of Tustin's money being used to finance right-of-way acquisition for the project? · 1 Response to requests in a letter from Mayor Kennedy to District Director Keith McKean dated September 13, 1989 including: a) Loss of covered and open parking spaces. b) The need for Caltrans to acquire dwelling units. c) The loss of common or open space such as swimming pools or laundry facilities. d) Noise levels from freeway and elevated transitway and mitigation measures required. e) Visual intrusion of elevated transitway. ~-5/SR-55 INTERCHANGE RECONSTRUCTION OCTOBER 30, 1989 PAGE 2 · f~i ~,..? ..,~..
