Councilman Prescott asked the City Attorney's Office for an
ordinance to fix the municipal election date in November of each
even numbered year, commencin9 in November 1992 and for that
ordinance to be submitted to the electorate for its approval so
that the municipal election date would be mandated and could not
be changed without another vote by the electorate.
Upon our advice to Councilman Prescott that such a procedure
could not legally be accomplished, Councilman Prescott has asked
that there be agendized for the November 6th meeting the proposal
to place an advisory measure before the electorate on whether the
electorate would prefer elections in April of even numbered years
or in November of even numbered years.
If the Council wishes to have such an advisory question
placed before the voters it should direct staff to cause the
necessary steps to be commenced toward end.
