STATUS REPORT, COLONIAL BIBLE SCHOOL
RECOMMENDATION
Receive and file.
BACKGROUND
At the October 16, 1989 City Council meeting, Mr. Kevin Kragenbrink
addressed the Council regarding the temporary relocation of
Colonial Bible School to Hope Christian church located at 1372
Irvine Boulevard. Staff indicated at that meeting that a
conditional use permit was needed which could be processed in time
to make the Planning Commission's November 13th meeting' if an
application was received by October 20th.
Staff met with Mr. Kragenbrink on October 17th to discuss the
application requirements and provide assistance. On October 23rd,
a letter was sent to Mr. Kragenbrink indicating that we have not
yet received their applications (see attached).
On October 30th, staff received an application for the conditional
use permit which was immediately assigned to a case planner. No
letter was provided requesting a waiver of fees as was previously
represented.
The project has been tentatively scheduled for the November 27th
Planning Commission meeting. Provided a letter is received by
Wednesday of this week, a fee waiver request could be scheduled for
'the City Council meeting of November 20th.

SUBJECT: TEMPORARY PRIVATE SCHOOL PROPOSAL

Dear Kevin:
In response to your interest in relocating ColOnial Bible School
onto the Hope Christian Church site in Tustin, we. would like to
verify the necessary steps to process this project.
The proposed full time school use would be a new use for the
property. A use permit shall be required since all uses in the
Public and Institutional district are conditionally permitted.
As discussed at the October 16, 1989 City Council-meeting and the
following day at City Hall; the project timing COuld have allowed
a Planning Commission decision as early as November 27, 1989 if. an
application had been received by Friday, October 20th. Since an
application was not received, the potential for getting on that
agenda has diminished. Please be advised that the chances of a
November hearing date are not certain at this point, and are being
reduced daily due to lack of time for staff to review the project.
A request to waiye fees may be agendized for City Council approval
upon application for said use permit.
