COMMUNITY DEVELOPMENT DEPARTMENT
GENERAL PLAN AMENDMENT 89-03, ZONE CHANGE 89-01
TENTATIVE PARCEL MAP 89-110; APPLICANT IRVINE INDUSTRIAL
COMPANY
RECOMMENDATION
It is recommended that the City Council take the following actions:
1. Adopt Resolution No. 89-182 certifying the Negative
Declaration for General Plan Amendment, Zone Change 89-01 and
Tentative Parcel Map 89-110;
2. Adopt Resolution No. 89-183 approving General Plan Amendment
89-03;
3. Minute Order to introduce and hold first reading of Ordinance
No. 1040 by title only.
4. Adopt Resolution No. 89-184 approving Tentative Parcel Map
89-110, subject to conditions.
BACKGROUND
At their regular meeting on November 13, 1989, the Planning
Commission adopted Resolution No.'s 2699, 2700, 2701 and 2702
recommending approval to the City Council of General Plan Amendment
89-03, Zone Change 89-01 and Tentative Parcel Map 89-110
(Attachment A). The applicant is requesting a General Plan
Amendment, Zone Change and Tentative Parcel Map for a 2.6 acre site
located southeasterly of the future alignment of Jamboree Road and
north of Warner Avenue to accommodate industrial development. The
proposed General Plan Amendment would change the land use
designation on the subject site from P&I (Public and Institutional)
to I (Industrial). The proposed Zone Change would change the
zoning designation from P&I (Public and Institutional) to M
(Industrial). The Tentative Parcel Map would make a remnant parcel
created by the Jamboree Road extension through the military base
a buildable legal site.
The subject site is currently vacant and was created with the
future plans to extend Jamboree Road from Edinger Street south
through MCAS Tustin.
City Council Re~ort
General Plan Amendment. 89-03
December 4, 1989
Page 2
Prior to the proposed alignment of Jamboree Road, the site was part
of MCAS Tustin, which accounts for the P&I land use and zoning
designations.
Surrounding uses include MCAS Tustin to the west and north across
the future Jamboree Road, Peters Canyon Wash to the east with
military housing across the wash and the city of Irvine to the
south.
A public hearing notice denoting the time, date and location of the
hearing was published in the Tustin News. Property owners within
300 feet of the project site were notified by mail pursuant to
State law. In addition, a copy of the agenda for the meeting and
a.staff report for this item have been forwarded to the applicant
and consultant.
DISCUSSION
i ·
General Plan Amendment - As noted, the proposed General Plan
Amendment would change the existing land use designation
from P&I to I. The designation' of this site to accommodate
industrial development would be compatible with existing
adjacent land uses, particularly when considering the
military base operations to the west and proposed
development plans within the City of Irvine to the south
which is identified or industrial development. The Land
Use Element of the General Plan encourages industrial type
land uses in this area of the community to buffer the
operations of the military base from other more sensitive
uses in the community.
,
Zone Change - The proposed zoning designation of M
(Industrial) would allow for compatible industrial land uses
and consistent development with proposed development in the
City of Irvine immediately to the south. Permitted and
conditionally permitted uses, as well as development
standards, would be governed by Tustin City Code Section
9242 (see Attachment A). These standards and regulations
include uses such as light industrial, research and
development and manufacturing. Restaurants and retail
commercial uses would be permitted, subject to approval of
a conditional use permit.

Page 3
·
At this time, no specific development plans are proposed.
Any site specific proposals would be subject to the City's
Design Review process and review by outside agencies to
ensure that the applicable development standards and other
concerns are satisfied and implemented.
Tentative Parcel Map - The proposed map would create a
single lot subdivision which would be approximately 2.6
acres in size. The site would be created with the southerly
extension of Jamboree Road through MCAS Tustin.
The proposed parcel is immediately north of Parcel 4 of
Parcel Map 88-151 in the City of Irvine. The subject site
would take access through that parcel in the City of Irvine
via future Warner Avenue as there would be no street access
to Jamboree Road to the~ subject site. A 20 foot
ingress/egress easement has been provided on PM 88-151 in
the City of Irvine to accommodate this access. The exact
location of the access easement to the site would be
reviewed and approved with the final map prior to
recordation.
A conceptual grading plan has been prepared which would
rough grade the site with a cross slope of 1% draining to
the north corner. The plan identifies that the grade of the
site would be raised approximately five feet at the north
end and 11 feet at the south end of the site. This would
provide compatibility with proposed grading to the south in
the City of Irvine (PM 88-151) and proposed road alignment
of Jamboree Road which would be at a similar elevation.
Sections A-A and B-B identify both interim and ultimate
grading improvements upon completion of Jamboree Road.
Southern California Edison (SCE) and Marine Corps Air
Station (MCAS-Tustin) have also provided comments related
to existing utilities on the site. SCE identified a need
to provide adequate electrical service in the Jamboree Road
improvements to accommodate the anticipated scale of
development. In addition, coordination of the improvements
should begin early in the process to ensure adequate timing
for the improvements. MCAS-Tustin noted concerns related
to the utilities in that they are owned by the United States
Government and provisions for their relocation and
replacement should be constructed as part of the Jamboree
extension prior to the abandonment.

Conditions have been included in the draft resolution to
address these concerns.
CONCLUSION
The proposed General Plan Amendment, Zone Change and Tentative
Parcel Map are appropriate in light of the surrounding military
land uses, future development to the south in the City of Irvine
and proposed road alignment for the southerly extension of Jamboree
Road and would provide for .orderly and harmonious development of
the area and City. Staff recommends that the City Council adopt
Resolution No. 89-182 certifying the Negative Declaration and
Resolution No. 89-183 'approving General Plan Amendment 89-03,
introduce Ordinance No 1040 approving Zone Change 89-01, and adopt
Resolution No. 89-184 approving Tentative Parcel Map 89-110.

above project in accordance with the City of Tustin's procedures regarding
implementation of the California Environmental Quality Act, and on the basis of
that study hereby find:
That there, is. no substantial evidence that the project my have a
significant effect on the environment.
That potential significant affects were identified, but revisions have
been included in the project plans and agreed to by the applicant,, that
would avoid or mitigate the affects to a point where clearly, no
significant effects would occur. Said revisions are attached to and
hereby made a part of this Negative Declaration.
Therefore, the preparation of an Environmental'Impact Report is not required.
The initial study which provides the basis for this determination is on
file at the Community Development Department, City of Tustin. The public

21. Mm~atory Findings of $ignificca~-e.
a. Does the project have the potential to
degrade the quality of the enviranment,
substantially reduce the habitat of a fish
or wildlife species, cause a fish or wild-
life population to drop below self sus-
taining levels, threaten to eliminate a
plant or animal community, reduce the
number or restrict the range of a rare or
endangered plant or animal or eliminate
important examples of the major periods
of California history or prehistory?
b. Does the Project' have the potential to
achieve short-term, to the disadvantage of
long-term, environmental goals? (A short-
term impact on the environment is one
which occurs in a relatively brief, definitive
period of time while long-term impacts
will endure well into the future.)
·
c. Does the project have impacts which are
individually limited,, but cumulatively con-
siderable? (A project may impact on two
or more separate resources where the impact
on each resource is relatively small, but
where the effect of the total of those
impacts on the environment is significant.)
d. Does the project have enviranmental effects
which will cause substantial adverse effects
on human beings, either directly or indirectly?
Iil. Discussion of Environmental E~luation
IV. Determination
(To be completed by the Lead Agency)
Yes
On the bosi~ of this initial' evaluatiom
! find that the ~ ~seci project COULD NOT have ~ ,nificant effect
on the environment, and a NECATIVE DECLARATION will be prepared.
I find that although the proposed project could have a significant effect
on .the environmentt thero will not be a significant effect in this case
because the mitigation measures described on an attached sheet have
been added to the project. A NEGATIVE DECLARATION WILL BE PREPARED.
-I find the proposed project MAY have a significant effect on the enviro~
merit, and an ENVIRONMENTAL IMPACT REPORT is required.

DISCUSSION OF ~:~IRONMENT]%L EV]%LU]%TION
GPA 89-03, ZC 89-01 AND TPM 89-110 (IRVINE INDUSTRI]%L COMPANY)
PROJECT DESCRIPTION SUPPLEMENT - The proposed project is a request
to change the General Plan land use designation from P&I (Public
and Institutional) to I (Industrial), change the zoning
classification from P&I (Public and Institutional) to M
(Industrial) and create a single lot industrial subdivision on a
2.6 acre parcel located south easterly of the future Jamboree Road,
north of Warner Avenue (north of the City of Irvine) and adjacent
to Peters Canyon Wash.
No'actual development plans are being considered at this time.
Unless otherwise specified in the following sections, any physical
deVelopment of the property will require, at minimum, plans to be
reviewed and approved by the Community Development Department and
separate environmental review as part of the City's Design Review
process. Appropriate mitigationmeasures and mitigation monitoring
in response to the site specific plans would be developed at the
time bf any subsequent reviews.
The project is situated in an urban area. The U.S. Marine Corps
Air Station (MCAS-Tustin) is located to the west across the future
alignment of the Jamboree Road (zoned P&I), the City of Irvine to
the immediate south, and Peters Canyon Wash to the east with
military housing across the wash.
le
EARTH - The proposed land use designation amendment and zone
change would not result in any change to the existing earth
conditions. The proposed parcel map does identify conceptual
grading to fill the site to create a rough grade that would
be compatible with the proposed alignment of Jamboree Road,
proposed development in the City of Irvine to the south and
Peters Canyon Wash. Appropriate soils reports and grading
plans would be required as part of the City's plan check
process.

WATER - The proposed project would result in alteration to
existing drainage given the proposed rough grading plan. Any
alterations to drainage patterns would require appropriate
studies for review and approval by the Building Division and
Public Works Department, including any interim storm drain
improvements prior to development of the site.

·
PLANT LIFE - The project site will remain unchanged relative
to existing plant life. The site is free from any plant life,
with the 'exception of. common weeds and grasses. The proposed
grading would result in the loss of the common weeds and
grasses.

Mitigation: None Required.
·
ANIMAL LIFE - The subject property is free of any significant
population of animals, fish or wildlife.
sources: Field Observations:
Mitigation/Monitoring: None Required.
·
NOISE a - The proposed project would not result in any
increase to existing noise levels, except short term impacts
during grading of the lot, in that no specific development is
proposed at this time. Actual noise levels as a result of
physical development could vary significantly depending upon
the actual use of the property. Future noise impacts would
be evaluated at the time of future submittals and reviewed for
conformance with the City's Noise Ordinance.

existing military base operations and future roadway
improvements which may expose future users of the site to
additional noise sources. However, the City's Noise Ordinance
does not establish any maximum interior noise levels.

LAND USE - The proposed project would change the land use
designation and zoning on a 2.6 acre parcel from Public and
Institutional to Industrial. Adjacent land uses include MCAS-
Tustin and future industrial land uses in the City of Irvine
immediately to the south. This property was previously a
portion of MCAS-Tustin which accounts for the present public
and institutional land use and zoning designations. The
subject' parcel would be created with the proposed alignment
of Jamboree Road. The proposed land use and zoning
designations appear to be appropriate given the
characteristics of surrounding uses and anticipated
development in the City of Irvine.

NATURAL RESOURCES - The proposed project would not result in
any increased use of natural resources .since no actual
development is associated with this request. Any future
development will use natural resources in the form of
construction materials and daily operations. Given the scale
of potential development, the use of natural resources is not
anticipated to be a factor in development of this property.

Mitigation: None Required.
10. RISK OF UPSET - The proposed project would not result in any
increase risk of upset to the property or the neighborhood
since no site specific plans are proposed as part of this
request. However, industrial uses could be a greater threat
than institutional uses. Development of the site with
industrial uses would require review as to its potential for
'upset and compliance-with'applicable-building code and Fire
Department requirements. The site is not located within any
seismicly sensitive area.

13. TRANSPORTATION/%ND CIRCULATION - The Public Works Department
has indicated that the proposed land use change would not have
an impact of the future street system planned for the area.
Prior to approval of the final map, future Jamboree Road
.improvements shall be completed. In addition, at the time
specific development plans are proposed, a traffic study would
most likely be required to evaluate in detail the effects of
a specific project on the street system and adjacent
properties. Any submittal of site specific plans would be
subject to City review and the provisions of CEQA.

completed which would be monitored by the
Public Works Department.
PUBLIC SERVICES - All services are existing and are adequate
to serve the proposed project. The availability of public
services (i.e Police, Fire and City Maintenance) to adequately
serve the future development of the site would be reviewed at
the time of any subsequent submittals'.

15. ENERGY - The proposed project would not result in any change
in the use of energy since site specific plans are nor
proposed as part of this request. However, any development
of the site would use energy since the site is vacant. It is
not anticipated that development of this site would result in
a substantial usage of energy. However, future development
plans would be reviewed to determine potential impacts.

17. HUMAN HEALTH - The proposed land uses would not expect to
result in any effects on human health. The proposed uses that
would be permitted on the property include light
manufacturing, research and development, commercial services,
'and restaurants which typically do not create conditions that
negatively effect human health. Users that involve large
amounts, of chemicals or flammable materials require approval
of a conditional use permit to specifically evaluate the use
on a case by case basis pursuant to the provisions of the M
(Industrial) zoning district. In either.case, the review
process would also require separate environmental review in
accordance with the provisions of CEQA.

18. AESTHETICS - The proposed project would not result in any
change to aesthetics in the area since site specific plans ar~
not proposed as part of this request. Future development of
the site would be subject to the provisions of the City's
Zoning Code, specific provisions of the M (Industrial) zoning
District and the City's Design Review process to ensure the
aesthetic qualities of the area.

21. MANDATORY FINDINGS OF SIgNIFICaNCE - The propose change in
land use, zoning and parcel map would not have any adverse
environmental impacts. Again, no site specific plans are
proposed as part of this request. Subsequent review of site
development plans by various agencies services and the
Community Development Department would be required. In this
connection, separate environmental review of the site specific
plans would be required as part of the City's design review
process and in accordance with CEQA.
