BACKGROUND: On August 21, 1989, Mr. Berklee Maughan presented four concerns to the City Council of which one concern related to the on-street parking restrictions between the hours of 6:00 A.M. and 12:00 noon. Mr. Maughan presented a petition to the City Council which was signed by all of the residents of Green Valley Avenue (Southerly of Mitchell Avenue), requesting the City change the restricted hours of parking from 6:00 A.M. to 12:00 noon to 9:00 A.M. to 3:00 P.M. On September 5, 1989, the item was discussed by Council and subsequently returned to Staff to restudy the City wide program as well as the Green Valley Avenue concern. Since the voluntary program has been in effect, staff from time to time has received complaints/concerns regarding the early morning .parking prohibitions. It was generally stated that if the restriction could be changed to a later time, that most of the on-street parkers would have departed for work. DISCUSSION: In order to consider alternatives, we have identified costs and impacts associated with our existing sweeping program. The alternatives considered, will reflect deviations and estimated costs and impacts, as stated. The detailed analysis for the existing program as well as the alternatives are attached as Exhibits I through IV. The exhibits reflect the following: Existing Program - Exhibit I Modified Hours 9:00 A.M. - 1:00 P.M. - Exhibit II ON-STREET PARKING DURING STREET SWEEPING HOURS Page 2 Sweep 1/2 Street - Alternating Days - Exhibit III Remove all Parking Restrictions City Wide - Exhibit IV The costs associated with the existing program exclusive of equipment costs and amortization as well as each of the alternatives is summarized below. Ail estimates are based on current costs and do not reflect inflation. Existing Program $ 94,410.00 Modified Hours 9:00 A.M. - 1:00 P.M. $110,455.00 Sweep 1/2 Street - Alternating Days $121,430.00 Remove all Parking Restrictions City Wide $ 97,910.00 It should be noted that combinations of the above alternatives are also available for consideration. They would however, require split or staggered shifts of personnel and/or additional equipment, and substantial increased costs. Bob Led~ndecker ~-~_~_ Director Public Works/City Engineer Manager Field Services ---" EXHIBIT I EXISTING STREET SWEEPING PROGRAM Our current street sweeping program consists of two full time sweepers and a part-time sweeper (one day) working in the East Tustin area. The part-time sweeper acts as a back-up unit for the full time program. For the purpose of this evaluation, we will base our comparative analysis on the five day program, exclusive of the East Tustin area. The following are the salient points of our current program. Statistical data has been taken from techographs mounted on the equipment. 1. Commercial - Industrial areas are swept during early morning during low traffic periods. 2. Residential areas are swept after 7: a.m., Monday through Friday. 3. Sweeping is scheduled to follow garbage pick-up day. 4. At present, approximately 10% of the City residential streets are posed with "NO PARKING 6:00 a.m. - 12:00 a.m." signs. 5. The City is swept weekly on a five day schedule as shown on Exhibit I-A. Holidays are skipped. 6. The current program requires approximately 17,500 annual miles of travel by the sweepers, of which approximately 11,300 miles are actual sweeping miles, or a productivity factor of 65%. 7. Average daily operating hours are 6.25 hours per day, with actual sweeping time of 3.4 hours per day, or a productivity factor of 54%. 8. Major factors which influence productivity are: a. Traffic. b. Travel time (to dump). c. Operator preventative maintenance. Annual costs (exclusive of capital costs): Labor for two Operators Maintenance Operational Costs $72,210.00 $16,000.00 $ 6,200.00 Total $94,410.00 EXHIBIT II MODIFIED PARKING RESTRICTIONS HOURS At present only a select portion of the City's streets are posted for parking restrictions. The restricted parking is all in residential areas and uniformly posted for the hours 6:00 A.M. - 12:00 A.M. on the day stated. As previously mentioned, residential areas are not swept before 7:00 A.M. Therefore, a change in the posted time from 6:00 A.M. to 7:00 A.M. would not have an impact on our present program. The estimated cost of changing the parking restriction times in those areas presently posted is $2,500.00. Further modifications of the restricted parking periods could be changed from the present times stated to 9:00 A.M. to 1:00 P.M. This option would reduce the present restricted window from six hours to four hours and remove the need for street parking users to move their vehicles prior to the start of the normal working day. Based on the present number of restricted areas, the initial impact of this option on our present program would be nominal. The daily routes would have to be altered to accommodate the posted areas and would result in additional travel time. It is estimated that. this option would add an additional hour to each Sweeper on their daily schedule. The additional time could be handled by overtime or the partial commitment of the back-up sweeper, which was purchased to meet the needs of the East Tustin Area. It is important to note that this analysis assumes that the restricted parking areas will remain generally stable in the future. Should the restriction increase, the modified program as stated would have to be altered accordingly. Annual costs (exclusive of capital costs): *Modification of Parking Restriction Signs Labor for two Operators Labor Overtime Maintenance Operational Costs $ 2,500.00 $ 72,210.00 $ 10,745.00 $ 18,000.00 $ 7,000.00 Total $110,455.00 *One time non-reoccurring cost. _ EXHIBIT III SWEEP 1/2 STREET - ALTERNATING DAYS This alternative would require major deviations from our current program. The effectiveness and acceptance of this alternative is difficult to assess. The major deviations are as follows: ® Insignificant impact on early morning sweeping of commercial/industrial areas and major arterial roads and medians. · Significant impacts on residential communities in the form of visibility and noise impacts. 3. Would require a public awareness program to advise residents where not to park on two given days of the week. 4. Would greatly impact total mileage traveled and greatly reduce ratio of miles traveled/miles swept. 5. Would not be consistent with garbage collection schedule, possibly even conflict. · · · Would require that some of the City's streets be swept on Fridays and Mondays, splitting the weekend. Would require that parking restriction signs in restricted areas be changed to indicate alternating days. ultimately the entire City routing would have to be changed and the public advised accordingly. 9. Wear on equipment would be greatly increased at no significant increase in productivity. 10. Increased labor cost associated with extended travel. EXHIBIT IV REMOVE ALL PARKING RESTRICTIONS CITY WIDE The objective of this alternative is to remove the penalty for leaving a vehicle in the street during the scheduled sweeping day. This policy presently prevails throughout approximately 90% of the residential community and 100% of the commercial and industrial areas. The major factors of this alternative are: 1. Residents can choose to park in the street or have the street and. gutters swept. 2. The possibility of parking fines are removed. 3. City would maintain its current sweeping schedules. 4. Sweeping schedules would follow garbage collection. 5. This alternative would deny select groups the right to post their street for restrictive parking to accommodate the City's sweeping program. Annual costs (exclusive of capital costs): *Remove all Parking Restriction Signs $ 3,500.00 Labor for two Operators $72,210.00 Maintenance $16.000.00 Operational Cost $ 6,200.00 Total $97,910.00 *One time non-reoccurring cost.
