Broadcasting of City Council Meetings

BACKGROUND'
Citizens have raised the issue that the broadcasting of the Tustin City Council
meeting(s) is not being aired in its entirety to all segments of the community.
The City's cable television coordinator has contacted both companies,
Continental Cable and Community Cable, regarding this matter; and, both
companies assured the City representative that they are in fact broadcasting
each and every City Council meeting from beginning to end.
Each company has written a letter (attached) detailing their policy on airing
these broadcasts.

RE: Interconnect with Community Cablevision
Dear Monda,
In response to our phone conversation on 9 November 1989, I would
like to provide you with some facts about the City Council
Interconnect with Community Cablevision.
Continental Cablevision has never interrupted or stopped the live
coverage on any of the Tustin City Council meetings. The
Interconnect with Community Cablevision began on 6 March 1989 and
has been continual since that time. Continental Cablevision nor
any of its employees has ever disconnected this interconnect and
will not do so without the prior notice given to the management' at
Community Cablevision and to the staff at the City of Tustin.
I spoke with Mr. Bill Gray (Continental's Community Program
Director) on 9 November 1989 regarding his conversation with Ms.
Tracy Arnold (Community's Program Director). Ms. Arnold stated
that one night she did turn the program off early because she
thought that the meeting was over. However, she stated that the .
previous council meeting aired in its entirety because she stayed
up until l:30am watching it.
I would like to share one more thought about the viewer's
perception of the interruption of the Council meetings. This is
that during a Council recess, we place a character generated
message on the screen stating that the Council is in recess and
will return shortly. It is possible that some residents look at
the picture, see no Council members present and think that the
meeting is concluded.

I can assure you that my company is showing all portions of every
meeting to our customers as well as to Community Cablevision in the
uncut and unedited version; however, once Community Cablevision
receives our signal it is beyond our control as to what they do
with the signal. If I can be of further assistance to you, please

Dear Monda:
Since you have received questions regarding the hours we carry the Tustin City
Council meetings, I thought I would explain our procedures.
On th~ day of the Tustin Counci~ Meetings, one of our Technicians turns on the
modulator which picks up the feed from Continental Cablevision. The modulator
is on a 24 hour timer so there is no reason for the meeting to go off early.
As we discussed, we'~will talk with Joe Casasanta at Continental to see if they
could send us a message when the meeting is over. This way we can be sure,
rather than assume, when it goes black that the meeting has ended.
