Emergency Services Preparedness Plan

BACKGROUND:
The City of Tustin has an emergency response plan which meets State
requirement. This plan is on file with the State Office of Emergency Services
(OES). The plan addresses the City's response to both war time and peace time
emergencies and outlines the organizational structure, functional structure and
task assignments in the event of an emergency. When changes are made to the
organizational/functional structure or major task assignments, an update to the
plan is submitted to the State. The updating process does not occur more
frequently than annually; and, the City is currently preparing its update for
fubmittal.
While Tustin's plan meets the State requirements, the Tustin City Council has
committed to upgrading our basic plan to a Multi Hazard Functional Plan. In
order to accomplish the writing'of the plan as well as staying current with
emergency preparedness, Council approved the addition of a division in the
Public Works Department to be devoted to this task in the Fiscal 1989-90
budget. On November 13, 1989, clerical support staff was put in place and has
commenced the production of the generic portion of Tustin's Multi Hazard
Functional Plan.
Beside the generic components of a Multi Hazard Functional Plan there are
annexes which address the functional responses for a particular emergency or
natural disaster, for example an earthquake. To prepare each annex, a
committee has been formed consisting of representative(s) from each City
department. This committee is developing policies, procedures and response
functions for their respective department which will ultimately be the amnex.
In order to test the actual functionability of the plan, a series of desk top
simulations are planned. These simulations' serve several purposes: 1.) does the
plan work; 2) allows for changes so the plan is more functional in the event of
an emergency; 3) practice.
At this time outside agencies are also involved with the committee' Tustin
Unified School District, Orange County Fire Department, a representative from
the Office of Emergency Services and a representative from the County Emergency
Management Division. Other agencies will ultimately be invited to join the
committee: health care facilities, business organizations and community
groups.
In December 1989 other staff members will be solicited for input 'into this
plan; and, in January 1990 the first desk top simulation is proposed.
Additional proactive measures are planned for the very near future: training of
City staff to prepare their own homes for an emergency so their concentration
can be directed to the needs of this community having comfort in the knowledge
that their families are prepared and training in CPR and basic first aid so
they might better serve those in need.
Staff is continuing with training so we are more responsible with our response
efforts and is continuing to work with other agencies so we might all work
together effectively.
