MINUTES OF A REGULAR MEETING
TUSTIN CITY COUNCIL
September 16, 1963
Meeting called to order at 7:36 P.M. by Mayor Doney.
Present: Doney, Sheridan, Humeston, Mack, Klingelhofer
City Attorney Rourke, present
Assistant Engineer Wheelock, present
Planning Advisor Remland, present.

Moved by Mack, secondedby Sheridan that ~lnutes of September
3rd meeting be approved as mailed. Carried
63-128 Hear~ng opened aT 7:38 on Zone Change Application No. 63-128
~ PLUM of Charles M. and Mae H. Plum to permit ~ zone change from
C~ "U" to C-1 on property at the S/E corner of Willlame St.
~. and Main St. Tustin.
Location and zoning and use of surrounding area explained
by Mr. Remland and recommendations of the Planning
Commission read.

There being no objections or further comments the hearing
was closed at 8:45 P.M.
Moved by Mack, seconded by Sheridan that Zone Change
Application 63-128 be granted with building line as
stipulated by the planner. Attorney to draft Ordinance.
Motion carried by roll call - AYES: Sheridan, Hmmeston,
Mack, Klingelhofer, Doney: NOES: None
TRACT Final tract map 4237 of Nelson and Nelson presented by
MAP Mr. ~eelock.

Moved by Eingelhofer, seconde~hy Mack that final tract
map 4237 be approved. Carried unanimously.
Mov}d by Mack, seconded by Klingelhofer that the Mayor
and City Cler~ be authorized to execute agreement with
Mission Savings & Loan Association along with the
improvement Bonds. Carried.
Moved by Sheridan, seconded by Mack t~hat M8yor and City
Clerk be authorized to execute C.C. & Rs for tract 4237
subject to the approval of the City Attorney. Carried.
RESOLUTION Moved by Sheridan, seconded by Klingelhofer that Resolution
674 674, approving specifications for the repair of portions
of First St. and "D" St. and authorizing and directing
~" the City Clerk to advertise for bids, be read by title
only. Carried unanLmously.
Moved by Sheridan, seconded by Humeston that Resolution
No. 674 be passed and adopted. Carried by roll call -
s!~l Councilmen voting Aye.
Fire Chief Hilton authorized to use the Fire s~gnal on
Thunderbol~ for four (4) Thursdays at 7:30 P.M. for a
3 minute test.
Moved by Klingelhofer, seconded by Hmmeston that with
greatPal appreciation for his seT;ices, the resignation
of Mr. Sheridan from the Planning Commission be accepted.
Carried.
Mowed b~ ~.~mmeston, seconded by Mack that the request of
CANDY irvine Elementary School for permission to conduct a
SALE Candy Sale ~lthin this city be granted. Carried.
PARADE Moved by Mack, seconded by Sheridan that the portion within
TUSTIN the city of the parade route for Tustin Tiller Days,
TILLER as submitted by the Ch~Iber of Commerce be approved and
DAYS the Chamber of Comerce to be so notified and copy of
letter of approval sent to County Road Department. Carried.
Moved by Mack, seconded by Klingelhofer that correspondence
be received and filed. Carried. ~--,
0RDINANCE Mr. C. Smyth requested a delay on the second reading and
235 adoption of Ordinance No. 235.
CONTINUE Moved by Mack, seconded by Sheridan that decision on
62-111 Zone Change Application No, 62-111 be continued to
October 7th meeting. Carried.
Moved by Sheridan, seconded by Mack thatlOrdinance
63-124 No. 236, changing property from the "U" to the "PD" zone
MUTH on application No. Z.C. 63-~24 of Muth, have first
reading by title only. Carried unanimously.
Moved by Sheridan, seconded by Mack that Ordinance
ORD. 237, changing from the"U" to the "PD'~ zone the property
237 of Newport Colonial Corporation, have first reading by
title only. Carried unanimously.
ORD. Moved by Sheridan, seconded by Klingelhofer that Ordinance
238 No. 238 changing from the "U" zone to t~m "PD" zone the
property of Meurs, have first reading by title oriy.
Carried unanimously.
Mr. C. Greenwood spole regarding Tustin Workshop.
BILLS Moved by Sheridan, seconded by Mack that bills to the ~mount
of $18, 062.71 be paid. Carried.

Moved by Mack, seconded by Sheridan that Mayor and City
Clerk be authorized to execute C C & Rs for Tract 5234.
Carried.
Moved by Kjlingelhofer seconded by Mack that Ordinance 239
amending Section 15-7 of the City Code as amended have first
reading by titla~mly. Carried unanimously.
Moved by Sheridan, seconded by Mack that the Mayor appoint a
connittee to review applicants for Planning Commission
members and make recommendations to the Council by October 7th
meeting. Carried.
Mayor appointed the follo-~ing to said commitl as: Mr. Hu~eston,
Chaiman, Mr. Remland and Dr. Klingelhofer.
Moved by Sheridan, seconded by Mack that meeting be adjourned
Mr. McQuaid questioned action to be taken on Referendum
Petitions filed ~dth the City Clerk. City Attorney advised
that he had petitinns under study and would advise the City
Clerk on any action to be taken.
