SUBJECT:
AUTHORIZATION TO ADVERTISE FOR BIDS - RELOCATION OF SEWER PUMP
STATION & CONSTRUCTION OF SEWER FOR JAMBOREE ROAD THROUGH MCAS
RECOMMENDATION:
That the Tustin City Council at their meeting of December 4, 1989 adopt
the attached resolution approving plans and specifications for ~the
relocation of Sewer Pump Station No. 6168(R) and construction of Force
Main/Gravity Sewer for Jamboree Road Extension (Barranca Parkway to
Edinger Avenue) through MCAS, and directing the City Clerk to advertise
for bids.
BACKGROUND:
In conjunction with the extension of Jamboree Road between Barranca
Parkway and Edinger Avenue, it is necessary to relocate the existing
-- sewer pump station and construct a new force main/gravity sewer to serve
the Tustin Marine Corps Air Station (MCAS). To facilitate this major
relocation prior to actual road construction and to provide adequate
time for acquisition of long lead time type of specialized equipment,
the sewer pump station relocation and force main/gravity sewer
construction is being bid asa separate contract from the road project.
The entire Jamboree Road Extension project between Barranca Parkway and
Edinger Avenue, including sewer pump station relocation and force
main/gravity sewer construction, is a cooperative project between the
cities of Irvine and Tustin and The Irvine Company. Project
construction costs will be borne by the three parties at previously
agreed cost sharing percentages (City of Irvine - 46%; The Irvine
Company - 36%; City of Tustin - 18%).
The estimated construction cost for the relocation of the sewer pump
station and force main/gravity sewer construction at MCAS is $425,000
with applicable participation as follows: City of Irvine - $195,500;
The Irvine Company - $153,000; and City of Tustin - $76,500.
The City of Tustin's share ($2,790,000) of the Jamboree Road Extension
project, including relocation of the sewer pump station and force
main/gravity sewer construction, has been budgeted in the 1989-90
Capital Improvement Budget.
The entire Jamboree Road Extension Project, including relocation of the
sewer pump station~ force main/gravity sewer construction has been
environmentally cleared by the issuance of a finding of no significant
impact (FONSI) by the Federal Highway Administration (FHWA).

DISCUSSION:
The attached resolution approves the plans and specifications and
authorizes the advertisement of bids for the project. Staff is
requesting early authorization to advertise so that once all of the
other agency approvals are received, the bid advertisement can be
implemented without the normal City Council meeting cycle for approval.
It is anticipated that approvals from the affected governmental agencies
will be finalized within the next month or two. The following is a
recap of the tentative bid advertisement schedule:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS FOR THE RELOCATION OF SEWER
PUMP STATION NO. 6168(R) AND CONSTRUCTION OF
FORCE MAIN/GRAVITY SEWER FOR JAMBOREE ROAD
BETWEEN EDINGER AVENUE AND BARRANCA PARKWAY
THROUGH MCAS, AND AUTHORIZING THE CITY CLERK
TO ADVERTISE FOR BIDS.
WHEREAS, it is the intention of the City Council of the
City of Tustin, California to contract for relocation of Sewer
Pump Station No. 6168(R) and the construction of Force Main/
Gravity Sewer for Jamboree Road between Edinger Avenue and
Barranca Parkway through MCAS; and
WHEREAS, the City Engineer has presented plans and
specifications for the construction of said work;
NOW THEREFORE, BE IT RESOLVED that the plans and
specifications presented by the City Engineer be and are hereby
approved as the plans and specifications for:
Relocation of Sewer Pump Station No. 6168(R) and '\
Construction of Force Main/Gravity Sewer for
Jamboree Road between Edinger Avenue and Barranca
Parkway through MCAS
BE IT FURTHER RESOLVED that the City Clerk is hereby
authorized and directed to advertise as required by law for the
receipt of sealed bids or proposals for the doing of the work
specified in the aforesaid plans and specifications;
BE IT FURTHER RESOLVED that the Federal Highway
Administration has determined that this project will not have any
significant impact on the human environment based upon an
environmental assessment which has been independently evaluated
by the Federal Highway Administration and determined to
adequately and accurately discuss the environmental issues and
impacts of the project. ' --

Council of the City of Tustin, held on the day of
