HomeMy WebLinkAboutOB 2 HANDICAPPED STALL 06-20-88AuENDA DATE: OLD BUSINESS NO. 2 TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: REQUEST FOR HANDICAPPED PARKING STALL (FIRST/PACIFIC STREETS) - INFORMATION REPORT RECOMMENDATION: Receive and file. BACKGROUND: At the public concern portion of the May 16, 1988 City Council meeting, Ms. Betty Davies raised a concern about the lack of kandicapped parking either at her place of employment or on public streets adjacent to her place of employment. Ms. Davies is employed at CR (Consolidated Reprographics) at 560 West First Street. On June 6, 1988, Staff presented a recommendation to place a handicapped parking stall on the easterly side of Pacific Street between CR and a private residence at 145 So. Pacific Street. City Council did not concur with this recommendation and requested Staff to contact Ms. Davies and discuss any impacts of requesting her employer to furnish a handicapped parking stall within their on-site parking lot. Attached is a copy of the letter sent to Ms. 'Davis this date. Once a reply has been received from Ms'. Davies, this item will be scheduled on the next available City Council agenda. Portola Lane Tustin, Ca 92680 Re: Handicapped Parking Designations at First and Pacific Streets Dear Ms. Davies: At the May 16, 1988 City Council meeting you rai.~ed a concern regarding the lack of handicapped parking spaces in the general vicinity of First and Pacific streets. As a result of this concern, Staff returned to the June 6, 1988 meeting outlining a potential site on Pacific Street for a designated handicapped parking space. The City Council expressed a concern of placing the handicapped stall on Pacific Street and directed Staff to contact you and your employer regarding the placement of the parking space on the premises of Consolidated Reprographics. However,' prior to contacting Consolidated Reprographics, we were asked to contact you to determine if there would be any concerns which you may have if we discuss this item with COnsolidated Reprographics. A review of the Consolidated Reprographics' parking lot indicates there are eighteen (18) full size and seventeen (17) compact size parking stalls within the parking lot. One of the compact size parking stalls is currently being used as a picnic area with a table and benches. It would be the City's intention to convert this parking space which is being utilized as a picnic area to a handicapped parking stall. Please advise if you concur with the above-mentioned recommendation. As a follow-up to your comment about excessive red zones on Pacific Street, Staff has reevaluated these zones and determined that they are necessary to provide clear zones adjacent to driveways for exiting motorists and to provide maximum visibility to the curved street areas of Pacific Street as well as the First Street intersection. Prior to taking any further action on this matter, we will be awaiting your comments regarding the above-mentioned on-site handicapped parking stall.
