SUBJECT: UNDERGROUND/UTILITY DISTRICT NO. 10 FOR NEWPORT/McFADDEN AVENUE

RECOMMENDATION:
Pleasure of the City Council.
BACKGROUND:
At previous meetings, the City Council surfaced concerns regarding the
funding responsibility for the utility service conversion from overhead
to underground at the O'Dell residence at 17341 McFadden Avenue. The
proposed service conversion in question is on overhead electrical
service which runs from a utility pole on McFadden Avenue to the
structure. The initial investigation of this service indicated it was
telephone service, but further review revealed it was a dual wire
twisted as a single wire service drop. It has been determined that an
overhead service drop from the rear of the property is not feasible.
The Edison Company has indicated that they will extend an underground
conduit from'the main line conduit to the structure at 17341 McFadden
Avenue. The remainder of the work of converting the overhead feed on
the structure is estimated at $600-$800, depending upon any difficulties
being encountered with the existing circuit breaker box.
The property in question is zoned commercial general.
DISCUSSION:
Staff has contacted the O'Dell family to discuss the various options
regarding the service conversion, but Mr. O'Dell has been ill and was
unable to communicate, and Mrs. O'Dell is still out of town. As a
result, we spoke to their son who was unwilling to make a commitment on
his parents' behalf. There was no date provided as to when Mrs. O'Dell
would be back in town.
In April 1988, Mrs. O'Dell had previously registered her concern against
the service conversion by letter to the City due to the high cost of
same and their family's fixed income. At the April 18, 1988 public
hearing, her son also expressed his parents' opposition to the required
service conversion and its cost.
Following is a list of options that the City council may take so that
this underground district action may proceed.

Require property owner to fund entire cost of the service conversion
at the time conversion is implemented.

2. Fund the service conversion work with Redevelopment Agency funds.

City pays for cost of service Conversion and files a lien for said
conversion, plus interest, against the property that would require
payment in full once title is transferred on the property.
Staff has not had the opportunity to discuss aDy of these options with
Mrs. O'Dell.
