SUBJECT: COLUMBUS TUSTIN PARK
RECOI~'IENDAT I ON:
Pleasure of the City Council.
BACKGROUND:
Councilman Edgar requested that the City Council consider his recommendation that
the City proceed with preparation of working drawings for Columbus Tusti~ Park
which would include:
- storm drain improvements;
- parking lot expansion and perimeter landscaping; and
- a gymnas i um.
In November, 1987, the Columbus Tustin Task Force recommended to the City Council
that this project be phased as follows:
1. resolve the acoustical and portable staging problems at the Clifton C.
Miller Community Center through the City Hall expansion
project;
2. complete the second stage of Columbus Tustin park in two phases;
Phase 2A - Parking lot expansion, perimeter landscaping and
drainage improvements,
Phase 2B - Gymnasium,. located on the site plan dated November
30, 1987.
Phase I of Columbus Tustin park was completed in 1987.

The estimated cost for the storm drain improvement' is based upon the recently
completed drainage study as directed by the City Council.
The draft 1988-89 budget does not include funds for Phases 2A or 2B. The first
step in proceeding with this project would be retaining an architect to prepare a
final site plan, the design concept for the gymnasium and working drawings. This
process would take up to one year at an estimated cost of $138,000. As
previously pointed out by Councilman Edgar, the City Council could appropriate
$35,000 in County Revenue Sharing funds due to the City and $56,533 remaining in
the Park Bond fund after the bonds were redeemed earlier this fiscal year. The
balance could be appropriated from the General Fund and/or Town Center Project
Area Fund of the Redevelopment Agency.
Funds have not been earmarked for construction of this project. At this point it
would appear that the only possible source of funding would be the Redevelopment
Agency. Whether Agency funds will be available depends upon the priorities for
use of Agency funds to be established by the Agency in connection with adoption
of the Town Center Project Area plan amendments later this summer.
