1990-91 ARTERIAL HIGHWAY FINANCING PROGRAM, AHFP
RECOMMENDATION:
That the City Council, by resolution, request the County of Orange to
include City of Tustin projects in the 1990-92 AHFP.
BACKGROUND:
The Orange County AHFP is a highway improvement program under which the
County of Orange aids local agencies in the County to improve, construct
or repair streets within the local agency by sharing equally with the
agency in the cost of highway improvements.
The intent of the AHFP is to aid in 'developing a master plan of arterial
highways in the County for the good of the County.
The projects to be included in the 1990-91 AHFP and the requested
funding are as follows:
Yorba Street:
First Street to Irvine Boulevard

RESOLUTION NO. 8 8
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, REQUESTING THE COUNTY
OF ORANGE TO INCLUDE WITHIN THE ARTERIAL
HIGHWAY FINANCING PROGRAM THE IMPROVEMENT OF
VARIOUS STREETS
WHEREAS, the City of Tustin desires to improve Yorba Street,
Tustin within the limits listed below; and
WHEREAS, This street is an important arterial in the County of
Orange and of general County interest; and
WHEREAS, Article 2 and Article 3, Chapter 9, Division 2 of the
Streets and Highways Code authorizes a County, if it so desires, to
expend funds apportioned to it out of the California Highway Users Tax
Fund for aid to any City in the improvement, construction, or repair of
a street within a City; and
WHEREAS, the Board of Supervisors intends to, by appropriate
action, provide in the County Road budget for the Fiscal Year 1990-91,
a sum of money for the improvement of streets within the incorporated
cities of the County in accordance with the Orange County Arterial
Highway Financing Program.
NOW THEREFORE, BE IT 'RESOLVED that the Council of the City of
Tustin hereby requests the Board of Supervisors of the County of Orange
to allocate to said City from County Funds the amount of $523,000, said
amount to be matched by funds from said City, to be used to aid said
City in the improvement of the following streets in accordance with the
attached project statement-
Yorba Street, First Street to Irvine Blvd .......... $152,000
Yorba Street', Laurie Lane to Santa Clara Ave .......... $371,000
BE IT FURTHER RESOLVED that the Board of Supervisors of the County
of Orange is hereby requested to find that said improvements on these
streets, in the manner provided, is in the general County interest.
BE IT FURTHER RESOLVED that, by this Resolution, the City of
Tustin agrees with the basic concepts of the Arterial Highway Financing
program; and further agrees that its share of the cost of improvements
and rights of way will be available for the fiscal year 1990-91.
PASSED AND ADOPTED at a regular meeting of the City Council of the
City of Tustin, held on the day of , 1989.
