J RECOMMENDATION: That the City Council, by resolution, approve plans and specifications for subject project and direct the City Clerk to advertise for bids upon receipt of approval to do so by the Director of Public Works/City Engineer. BACKGROUND: The City of Tustin owns and operates water mains in Tustin Avenue, Pasadena Street, and First Street. The California Department of Transportation (Caltrans) plans to begin construction on Phase II of the I-5/SR-55 interchange reconstruction project in the near future. Caltrans has issued Notice to Owner No. 12-004 directing Tustin to relocate the portions of subject water mains that interfere with the interchange project. Tustin has prior rights easements for the mains to be relocated and will be reimbursed all project costs by Caltrans. The project cannot proceed without review of the plans and specifications by Caltrans, and that review may be completed while the 'Council is dark in December 1989. As it is in the best interest of the City to proceed with the project as soon as possible, prior approval of the project by the Council is requested. The engineer's'estimate for the work to be done is $185,000. The project will have no financial impact on the City's General Fund. Bob Ledendecker Director of Public Works/City Engineer BL:mv 1 5 6 ? 9 10 11 12 13 15 16 18 19 20 21 23 2~ 25 26 27 28 RESOLUTION NO. 89-189 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE RELOCATION OF WATER MAINS ON TUSTIN AVENUE, PASADENA STREET AND FIRST STREET AND DIRECTING THE CITY CLERK TO ADVERTISE FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract construction for relocation of water mains on Tustin Avenue, Pasadena Street and First Street; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; NOW THEREFORE, BE IT RESOLVED that the plans an~ specifications presented by the City Engineer be and are. hereby approved as the plans and specifications for: Water main relocation on Tustin Avenue Pasadena Street and First Street BE IT FURTHER RESOLVED that the City Clerk is hereb} authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the wor~ specified in the aforesaid plans and specifications; BE IT FURTHER RESOLVED that this project is categorically exempt from the requirements of the Californie Environmental Quality Act; Class I: Existing Facilities. ATTEST: Mayor City Clerk 12-4,89 ' ' _ Inter Corn DATE: NOVEMBER 27, 1989 CONSENT C~[~IDAR NO. 13 TO: FROM' SUBJECT: WILLIAM HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION I-5/SR-55 PHASE II RECONSTRUCTION, TRAFFIC CONTROL MITIGATION (FILE #2135) RECOMMENDATION: That the City Council at their meeting of December 4, 19S9 authorize, by minute motion, staff to purchase traffic signal controllers and equipment for the First Street, Yorba Street, and Irvine Boulevard improvement project by material bid. BACKGROUND: The City of Tustin has entered into District Agreement No. 12-028 with the California Department of TransPortation (Caltrans) which provides for Tustin to complete highway and traffic signal system improvements on First Street, Yorba Street and Irvine Boulevard. The improvements are intended to mitigate anticipated adverse traffic impacts that will result from work by Caltrans on Phase II of the project to reconstruct the I-5/SR-55 Interchange. The plans for the improvements are under design, but it will be several weeks before a construction contract for the work can be executed. Because of the extended lead time necessary for manufacture and delivery of controllers and equipment for the traffic signals to be installed, it would be much faster, and in the best interest of the City, to accelerate the purchase of the traffic signal controllers and equipment and obtain them under a separate materials bid. The controllers and equipment will be held in stock for installation by a contractor under a standard public works construction contract. It is estimated that the cost of the controllers and equipment will be $120,000. In accordance with the provisions of District Agreement No. 12-028, the City will be reimbursed the cost of the controllers and equipment by Caltrans. The project cannot proceed without approval of the plans and specifica- tions by Caltrans, and that approval may be received while the Council is dark in December 1989.
