SUBJECT: INFORMATIONAL REPORT - FLEMING RESIDENCE AT 13831 ORANGE STREET
At a recent City Council meeting, a concern was raised regarding a City
employee, acting on behalf of the City, that may have offered to buy
Margaret Fleming's residence at 13831 Orange Street.
This concern has been inveutigated both internally at the City and by
the Police Department's contact directly with Mrs. Fleming (copy of
report attached). The City's internal investigation revealed that no
employees had made any offers to, or had contact with, Mrs. Fleming
regarding the purchase of her property.

Complaint involving Margaret Fleming, 13831 Orange Street

This afternoon I contacted ~s. Fleming at her home. She is a very friendly
and cooperative lady. She sa%d she has never been contacted by anyone either
from the City or ~epresenting themselves as agents for the City. Nor has she
ever been contacted by City staff. I told her I was checking into information
that someone might have contacted the residents in the area regarding the sale
of their property. She said "Oh, we get those mailers that everyone else gets
from mortgage companies and realtors, but that's all." She thanked me for
stopping by and I left.

I~contacted the resident just north of Mrs..Fleming. Mrs. Myers lives at
13821 Orange Street with her daughter. I posed the same question to her
and she said no one has ever come by even asking about the property, much
less with an offer to buy. I am the first person from the City she's ever
really talked to.
I contacted the resident 2 doors north of Mrs. Fleming. Mrs. Edwards lives
at 13811 Orange Street. She responded in the same manner as.j: the-above res~idents.
She did want to know how long the street was going to be torn up in front
of her house, so I took care of that question while I was still there.
These 3 residents comprise everyone that lives within Mrs. F~eming's actual
block.
