1990-91 PROPOSED USE OF COMMUNITY DEVELOPMENT BLOCK GRANT
FUNDS (16TH YEAR APPLICATION)
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 89-
179 approving the 1990-91 application for the proposed use of
Community Development Block Grant (CDBG) funds.
BACKGROUND
The County of Orange has solicited funding applications for
participation in the Urban County's Community Development Block
Grant (CDBG) Program for fiscal year 1990-91 (Program Year XVI).
The proposed use of CDBG funds will continue to be affected by
requirements contained in the Federal Housing and Communities Act
of 1974, as amended, including the following:

The primary objective that must be met for all CDBG Programs
is the development of viable 'urban communities, including
decent housing and suitable living environment, and expanding
economic opportunity, principally for persons of low and
moderate income.
·
Proposed CDBG Programs must give maximum priority to
benefitting low to moderate income households and/or in
preventing or eliminating slum and blight conditions. The
priority test is met only if 60% of total funds provide direct
benefit to low and moderate income households.
·
Residential rehabilitation continues to be an eligible
activity if the structure is occupied by a low or moderate
income household with one or more of the following existing
conditions: the structure is substandard; the structure is
in an area designated as slum or blighted; or the
rehabilitation is necessary to eliminate a specific condition
detrimental to public health or safety.
·
The City has designated those areas which meet Federal and
State definitions of slum and blight. In order to spend funds
outside of target areas, there has to be a concentration of
low or moderate income households. (See attached map of
target areas).

Fifteen percent (15%) of total grant proceeds may be used for
the provision of public services subject to major restrictions
on the types of eligible public services.
·
Ten percent (10%) of total grant proceeds may be used for
general program planning.
In addition, each participating City must provide residents an
adequate opportunity to be informed of the City's Program and to
participate in an advisory role in the City's Program.
Since 1982 the City has primarily utilized CDBG funds for
residential rehabilitation and capital projects. A summary of
performance data on all projects'undertaken over the last several
years is included as Attachment I.
ANALYSIS
In preparation of the City's 1990-91 Community Development Block
Grant application, staff requested proposals from all City
departments and also published a notice inviting citizen
participation on the use of the 1990-91 CDBG funds. On November
15, 1989, a Citizen Participation committee met to discuss the
proposed projects which were proposed by the various City
departments. After a detailed review of existing and eligible
programs, staff would recommend that the following projects receive
funding as part of the City's 1990-91 CDBG Application:
1. Residential Rehabilitation - $80,000
Continuation of the City's participation with Orange County
in providing low interest loans and grants for rehabilitation
of single family homes, mobile homes and multiple family
units· This program is available citywide to low and moderate
income households and in slum and blighted areas to eliminate
these conditions in the City's target areas· (See Attachment
2. Commercial Rehabilitation - $25,000
Continue to offer grants and rebates to businesses in the
First Street Specific Plan Area and the Old Town area for
minor exterior repairs and beautification· (See Attachment

3. Public Improvements Projects
Various individual street improvements for the Orange Street
area are recommended in locations as shown on Attachment VI
including:

Other projects that were discussed by residents attending the
Citizen's Participation meeting on November 15th included a bus or
van service for the Senior Center and a Youth Training Program.
Both of these suggestions were rejected after further research and
consultation with the Community Services Department and Orange
County Department of Housing and Community Development (who
indicated that these projects would not be eligible HCDA projects).

Currently, Orange County provides both of these services in Tustin
therefore it would be a duplication of services.
Staff will be available to answer questions about the above listed
recommendations.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TUSTIN, CALIFORNI~
APPROVING THE CITY'S 1990-91
APPLICATION FOR HOUSING AND
COMMUNITY DEVELOPMENT FUNDS AND
AUTHORIZING SUBMISSION OF SUCH
APPLICATION TO THE COUNTY OF ORANGE.
Whereas, under the Housing and Community Development Act
of 1974, as amended, Federal assistance may be provided
for the -support of Community Development activities
which are directed toward certain specific objectives as
set forth in the Act; and
Whereas, as a City with population of less than 50,000,
Tustin's Community Development Block Grant Application
(CDBG) is submitted to and funds are distributed by the
County of Orange.
Whereas, the following steps were taken in preparation
of the City's 1990-91 Community Development Block Grant
Application:

Citizens were furnished with information concerning
the CDBG Program, the range of eligible activities,
and the proposed use of funds through a Citizen
Participation workshop and hearing noticed and held
on November 15, 1989.
·
A public hearing to obtain the views of citizens on
community development and housing needs was held on
December 4, 1989.
·
An .application has been prepared for the City's
participation in the 1990-91 CDBG Year 16 Program.
This information was publicized in such a manner to
afford citizens an opportunity to submit comments on the
proposed use of funds and the Community Development
performance of the City of Tustin; and
Whereas, a public hearing on the City's application
1990-91 Community Development Department Block Grant
Application was held on December 4, 1989.
Now, therefore, the City Council of the City of Tustin
resolves as follows:

use of funds is hereby approved in the order of
prioritization listed.
The submittal shall include the following use
