Part Time Hourly Employees
RECOMMENDATION
Approve Resolution #88-71, a Resolution of the City Council of the
City of Tustin, California, relating to the.compensation of part-
time employees of the City of Tustin.
BACKGROUND
Hourly part-time employees have not had a pay increase since April
1986. Staff has noticed that recruitment and retention of these
employees has been a problem, especially in the Police Department.
A salary survey has been completed, and Tustin is close to the
median for the ten survey cities, with the exception of
Administrative Intern. On the other hand, most of these part-time
positions are difficult to recruit and staff recommends an
increase less than the 9.5% cost of living over the past two
years. (CroSsing Guard and Police Aide are recommended for a 7%
increase and Crossing Guard Coordinator is recommended for a 7.5%
increase.) The exception would be Administrative Intern; staff
recommends a greater increase because of the survey results.
The total cost is less than $10,000 per year and well worth the
investment. Part-time employees receive no benefits and are very
valuable resources to this City. Staff recommends that they be
acknowledged for this by approving the attached Resolution.

RESOLUTION NO. 88-71
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, RELATING TO THE COMPENSATION OF PART-TIME
EMPLOYEES OF THE CITY OF TUSTIN.
WHEREAS, the City desires to provide salary increases to
certain part-time employees as listed below;
NOW, THEREFORE, the City Council of the City of Tustin,
California, does hereby resolve as follows:
Section 1- Compensation Prov%sions. Salary ranges of those
part-time positions listed below shall be changed as follows;
part-time employees are compensated hourly and do not receive
any employee benefits.

Section 2. Fu~-T~me Equivalents. ...Those part-time, hourly,
positions for which there are equivalent, full-time positions
(such as Clerk Typist, Police Reserve, Department Clerk, and
Custodian) shall have an hourly salary rate equal to the full-time
position. However, these part-time employees are compensated
hourly and do not receive any employee benefits.
Section 3. Effective Date.,... Ail provisions of this
resolution shall be effective as of July 4, 1988.
