Pleasure of the City Council.
BACKGROUND:
At an election seminar at the RegiStrar of Voters in June, we were informed
that some cities who have consolidated their elections were printing their
own sample ballots because it .gave more exposure to their candidates. These
sample ballots would be mailed by the City and would be separate from the
remainder of the issues and candidate statements mailed by the County.
Irvine is one of those cities.
When a city has consolidated their election with the County, the candidates' '
statements are at the very end of the sample ballots. For Tustin the cost
for 1/4th of a page (200 words) is: $350.00 per. candidate (sample "1" is
attached), or for 1/2 of a page (40'0 words), it is $700.00 per candidate.
This does not include the mailing of the sample ballots which would be
charged to the City.
At the 1986 City election, the cost per candidate for printing and mailing
the sample ballots was $329.88 for 200 words. The actual cost for just
printing the statements was $163.24 per candidate, which was paid by each
candidate (sample "2" is attached).
If the Council desires to print and mail their own separate sample ballot,
the cost to each candidate for printing and mailing would be $350, which is
the same cost as 1/4th of a page in the County sample ballot.

I was born in California and attended Santa Monica High School. After
graduation from the University of Washington I attended law school and ha~e
since represented injured clients from all walks of life.
I served as the'president of Woodbridge Chateaux Homeowners Associa-
tion, secretary and vice-president of the Orangetree Condominium Home-
owners Association, and president of the Orangetree Master Homeowners
Association. My previous residence in Irvine for 6 years and association with
citizens there, developing a model community, have provided me with some
foresight for community development which I hope can be utilized for the
benefit of the proposed City of Dana Point.
I served on the Board of Directors for the Exchange Club, which contrib-
utes to the prevention of child abuse, and am a member of the Dana Point
Chamber of Commerce.
I will support slow planned growth, retail development for city revenues,
an efficient public safety system, modern health facilities, educational ac-
tivities, and the opportunity for a relaxed lifestyle to be enjoyed by all citizens
in our proposed city.
I pledge my best efforts as a Councilmember to the fulfillment of our
dreams in maintaining the high quality of lifestyle we all desire and deserve.

To some, Tuesday's election may not seem like a major event, but as one
who has lived and worked in this community for the past nine years, your
vote will set the course for our new city for decades to come.
Dana Point is at a crossroads: Do we move ahead with a chance to
determine our own destiny, or do we sit back and subject ourselves to the
risk of being swallowed up by our larger, inland neighbors? For me, the choice is obvious.
Our community has matured to the point where cityhood is vital. I have a
long history of community involvement: President of the local Chamber of
Commerce; President of the Dana Point Specific Plan Board of Review; Vice-
Chairman of the County Harbors, Beaches and Parks Commission; director of
numerous organizations, including the Arts Council and Capistrano
Symphony.
In 1987, I was named Dana Point's Citizen of the Year.
As a local, independent businessman, I believe in common-sense govern-
ment that encourages citizen participation, "managed" growth and fiscal
responsibility. My record demonstrates my dedication to these principles. I
look forward to serving on our city council to make our community an even
~,tter place to live and work.

"Community" is a very important concept to me and the very reason for
my candidacy is that I want to protect ouriqdividual neighborhoods as we
become a city. Our neighborhoods are too important to us - we need more
stop signs on the busier streets running through our neighborhoods - the
children need safe crossings. I will work to maintain the individual identities
of our neighborhoods which is the source of our pride. Irresponsible con-
struction must be stopped; citizens of the community must have a say in
what structures are approved. No more mini-malls!
The streets must be maintained and cleaned. Traffic flow along the PCH
must be evaluated and improved immediately. The back-up into Dana Point
onto PCH from the freeway is ridiculous and must be changed now. Develop-
ment along the already impacted streets must be discouraged.
Protect the "Point"! We have one of the most beautiful open coastal areas
left in our very own bluff above the harbor. Let's save this ecological area for
the future.
Education: BA Florida; MS Iowa State. I own my home in Capistrano
Beach and prior to that rented in Dana Point being a resident here for five
years. I work for Cai State Fullerton.

Having participated continuously and actively in civic activities during my
13 years in Dana Point have proven my leadership skills and demonstrated
sufficient knowledge of community needs to competently serve as a City
Councilmember. For the past 3 years I have been Chair of the Incorporation
Committee which has successfully brought the opportunity to become a city
to this ballot. My belief is that local residents need easier access to and more
influence upon the governmental process, which cityhood will offer.
Our quality of life can be enhanced by attention to small amenities like
street sweeping and a closer animal control shelter. My leadership can help
solve larger issues: achieving Iow density but quality development, pressure
on CaI-Trans to slow down traffic on Del Prado, stricter enforcement of
signage ordinances in the commercial areas. I stand for meeting the needs of
local resident while balancing the needs of a viable commercial sector.

Education and Qualifications:
Irvine has been my home since 1969, and I have been an involved citizen through the years, first as
Treasurer of my Community Association, then ten years service as a Community Services Commissioner. I
was instrumental in developing the parks/sportsfields system, Fine Arts and Senior centers and the Youth
Services program.
Elected to the City Council in 1984, I spearheaded some long-held dreams that transform a "city" into an
exciting "place to live" - a permanent City Hail, now under construction; implementation of a public art
program, and the last portion of the 1974 Park Bond, the Irvine Theater, which will soon break ground on the
UCl campus.
As your elected Councilwoman, I have served as City representative to:

Irvine Planning Commissioner
Education and Qualifications:
As an Irvine resident since 1967 and an Irvine Planning Commissioner, I've demonstrated my
commitment to the values that attracted us to Irvine: the promise of a planned community with ample open
space, peaceful neighborhoods free of traffic congestion, and quality schools.
I co-chaired the volunteer effort that gathered 11,000 Irvine voter signatures to qualify the California Parks
and Wildlife initiative for this June's ballot. This statewide initiative - coupled with the City's own open space
plan, which I also worked on - will save thousands of Irvine's open space acres, including our hillsides, orange
groves and center-city agricultural lands.
As a Counciimember, I wiil protect other important community interests. First, I will fight any attempt to
bring commercial jet airliners to E! Toro - a catastrophic event for our neighborhoods. Second, I will work to
restrain excessive development in Orange County. Third, I will insist upon strong fiscal practices to insure
Irvine's prosperity, while allowing us to improve, police and emergency services, provide parks and recreation
3portunities and initiate chiidcare and senior services.
· I am deeply committed to the promise of a planned community. On Election day, I hope you'll grant me
the opportunity to serve as your Councilmember.
