BACKGROUND: The Orange Count~ Vector Control District has requested that the City Council appoint a representative to serve a two-year term of office ending December 31, 1991. Kennedy, will expire at the end of this year. As you know, Ms. Kennedy was first appointed in May, 1982, and has attended 81 of the 90 meetings held for a 90 percent record of attendance. Ms. Kennedy has actively participated in the affairs of the Board of Trustees and has served on the Finance, Inter-Agency, Personnel, and Policy committees and is currently serving as Vice-President of the Board. The qualifications for a member of the Board of Trustees are stated in Section 2242 of the Health and Safety Code as follows' "Section 2242. Each member of the board appointed by the governing body of a city shall be an elector of the city from which he is appointed, and a resident of that portion of the city which is in the district." ~ It is the Board's request that you reappoint Ms. Kennedy or a successor to her for the next two year term of office ending December 31, 1991. CHALLET TRUSTEE DUTIES The Orange County Vector Control District was formed in 1947 by the Orange County Board of Supervisors. Since that time it has been governed by a Board of Trustees. District powers and Trustee appointments are outlined in the California Health and Safety Code, Division 3, Chapter 5, Sections 2200 through 2360. Each Trustee is appointed by his/her city for a two year term of office from January of one year through December of the following year. Currently, the Board of Trustees consists of one representative from each city in the District and one appointed by the County, for a total membership of 29. The Board of Trustees meets monthly on the third Thursday at 3:30 P.M. All Board meetings are open to the public. Trustees are not paid but are provided $50 per meeting in-lieu of expenses. The Board of Trustees is the policy-making body of the District. Typical duties are attending monthly board meetings, attending occasional committee meetings before the board meeting, and attending educational conferences. Board members are people active in community affairs and come from a wide variety of professions. Some cities prefer to appoint city council members, others appoint interested citizens. At each January meeting, the Board elects a President, Vice-President, and Secretmy. The Board employs a District Manager to carry out the policies established by the Board. The District includes all of Orange County and has a budget of $3.3 million. Its mission is to control rats, flies, midges, and mosquitoes, and conducts a county- wide disease surveillance program for bubonic plague, encephalitis, and other mosquito-borne diseases, tick-borne Lyme disease, and other vector transmitted diseases as the situation warrants. There are 33 full-time employees and 22 seasonal employees.
