1990-91 CAPITAL HIGHI~AY IMPROVEMENT PROGRAM PROJECTS AND FUNDING
RECOMMENDATION:
That the City Council, by minute motion, approve the 1990-9]. CaPital Highway
Improvement Program Projects and Funding.
BACKGROUND:
Several funding sources, other than the state gas tax, are available to the
~oCity of Tustin as supplemental monies to be used for the improvements of the
City's street and highway system. Three of those supplemental sources are
SB-140, Transportation Demonstration Program, OCUTT, Orange County Unified
Transportation Trust Fund, and A.H.F.P., Orange County Arterial Highway
Financing Program.

SB-140
SB-140 is a state funded program intended to provide monies to construct and/or
rehabilitate local streets and highways. Because of the statewide nature and
limited funding of SB-140, it is estimated that Tustin's allocation from the
program will only be 10% of eligible project costs.
QCUTT

OCUTT is a county funded program also intended to provide monies to construct
and/or rehabilitate local streets and highways. The OCUTT Program is set up on
a 50-50 project cost split between the program and the local agency.
A.H.F.P.
A.H.F.P. is a county program intended to construct and maintain the arterial
highway system in Orange County. The A.H.F.P. is also set up on a 50-50
project cost split between the program and the local agency.
In June 1989, the City of Tustin filed project applications in the SB-140
program for thirteen tentative improvement projects. It is now apparent that
two of those projects cannot be considered because of right of way deficiency,
and six should be deferred because they are on streets that have been
designated as alternate routes for traffic that will be generated by the I-5
widening activity.

Requests for projects to be included in the 1990-91 OCUTT Program are to be
filed with the Orange County Transportation Commission in February 1990.
Request for projects to be included in the 1990-91 A.H.F.P. are to be filed
with the Orange County Environmental Agency in January 1990.
A summary of the Capital Highway Improvement Program proposed for 1990-91 is
shown in the following schedule'

Projects No.'s 1,2,3,4 and 5 consist of total reconstruction of the
deteriorated pavement areas and an asphaltic concrete overlay of the existing
pavements. Projects No. 5 and 6 consist of widening on the easterly and
westerly sides of the street respectively.

Implementation of each of these projects would be subject to availability of
funding from each source as well as the City's ability to fund the matching
