CORNER OF RED HILL AVENUE/INDUSTRIAL DRIVE) ZONING ENVIRONMENTAL STATUS: M (INDUSTRIAL) THE PROPOSED AMENDMENTS ARE CONSIDERED CATEGORICALLY EXEMPT (CLASS 1) FROM THE PROVISIONS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. A NEGATIVE DECLARATION WAS PREVIOUSLY PREPARED AND CERTIFIED FOR THIS PROJECT. REQUEST: MODIFY CONDITIONAL USE PERMIT 89-03 AND DESIGN REVIEW 88-62 TO ACCOMMODATE PROPOSED REVISIONS TO THE MECHANICAL EQUIPMENT SCREEN, LANDSCAPED PLANTER AND BUILDING MATERIALS FOR THE BUILDING. RECOMMENDATION Pleasure of Council. BACKGROUND On February 27, 1989 the Planning Commission adopted Resolution No. 2567 approving Conditional Use Permit 89-03 to authorize a 48,000 square foot office building in the M (Industrial) zoning district (Attachment A). The Redevelopment Agency adopted Resolution No. 89-5 approving the project's design, subject to the conditions contained in Planning Commission Resolution No. 2567 (Attachment B). City Council' Jrt Design Review ~-62 December 4, 1989 Page 2 Condition No. 1.1 of Resolution No. 2567 indicates that the project shall substantially conform with the plans reviewed by the Planning Commission. The applicant is now proposing modifications to the mechanical equipment screen that would not be consistent with the previously considered plans by the Planning Commission and Redevelopment Agency and is requesting modifications to the plans to authorize the revised roof equipment screen. The Redevelopment Agency has final design review authority over the project as provided for by the South Central Redevelopment Area Plan. The subject site is located at the southwest corner of Red Hill Avenue and Industrial Drive within the M (Industrial) zoning district and the South Central Redevelopment project area. The subject site is also within the proposed Pacific Center East Specific Plan Area. Surrounding uses include industrial uses to the south, east and west, and the Pacific Bell headquarters to the north. On November 27, 1989, the Planning Commission adopted Resolution No. 2704 approving the proposed modifications to the landscaping planter, building materials, and mechanical equipment screen, subject to final confirmation by the Redevelopment Agency (Attachment C) . DISCUSSION Approved development plans propose construction of a three-story office building which includes partially subterranean parking with two floors of office space above totalling approximately 48,000 square feet. Approved plans are in conformance with all applicable development standards, including height, lot coverage and parking. The building design incorporates a modern style of architecture which compliments the Pacific Bell project to the north. The building, as approved, included the use of rounded edges and roof line features to "soften" the appearance of the building walls. A rounded metal roof equipment screen was originally proposed along all building elevations to create a "double-rolled" effect. The applicant is requesting modification to the previously approved rounded mechanical screen which would be replaced with a square metal roof screen. Community Development Department City Council~ Jrt Design Review 04-62 December 4, 1989 Page 3 The City's Design Review process strongly encourages the use of mechanical equipment screens to be designed to be an integral part of the building and not appear to be an after-thought. The applicant originally responded to this requirement by providing a rounded metal roof screen which carried the rounded roof line element throughout the project to create an attractive and cohesive building treatment which was ultimately approved. The design softened the building mass and height while providing effective equipment screening. The applicant now proposes to eliminate the rounded equipment screen and replace it with a square metal screen. The material would be metal panels mounted horizontally to match the metal material and color used on the rounded roof line element. In dealing with new construction, there is the opportunity to design and integrate all elements of the building, including mechanical screens, which was accomplished With the approved design. Unfortunately, this is not always possible when retrofitting existing buildings and square metal screens. In addition, one of the major goals and objectives of the Pacific Center East Specific Plan area.which is to significantly upgrade the aesthetics of the area would be comprised by the proposed modifications. The proposed modification is viewed as inconsistent with the City's design review process and policies in that the proposed mechanical equipment screen would clearly appear as an equipment screen and not an integral element of the building. The applicant has also made other design alterations that staff has been able to find in substantial conformance with the conceptually approved plans. The circular planter element at the northeast corner of the building would be modified to eliminate the stair- step treatment and create a single level larger planter approximately 3 feet in height. The larger radius of the planter would better simulate the circular element at the corner of the building. The 3 foot planter wall would provide an ideal location for a building identification sign as the applicant does not desire to install a building wall sign. The applicant has also proposed that the main building materials be modified from the glossy ceramic tile to brick veneer. This alteration would provide greater material consistency with the Pacific Bell project to the north and reduce the potential for reflectivity from the glossy surface. Community Development Department City Council' Jrt Design'Review ~8-62 December 4, 1989 Page 4 CONCLUSION The proposed modifications to the landscaping planter and building materials can be found to be in substantial conformance with the approved plans. The modifications to the roof. equipment screen does. not provide for an equipment screen that is an integral component of the building and digresses, from a design standpoint, from the previous Planning Commission and Redevelopment Agency approved plans. Although the Planning Commission consented to the proposed modifications, staff would recommend that the City Council approve the modifications to the landscaped planter and finish building materials and deny modification to the rounded mechanical equipment screen 'by adoption of Resolution No. RDA 89-23, as submitted or revised. In the event the Council wishes to approve the proposal as requested an alternative Resolution is submitted for approval. The Planning Commission hereby approves an Amendment to Conditional Use Permit 89-03 and Design Review 88-62 to authorize modification to the roof equipment screen landscape planter and building materials for a 48,000 square foot office building located at 15101 Red Hill Avenue, subject to the following conditions: · Condition No. 1.1 of Exhibit A of Planning Commission Resolution No. 2567 approving Conditional Use Permit 89-03 and Design Review 88- 62 shall be modified to allow alterations to the previously approved site development plans to replace the rounded mechanical equipment screen with a square equipment screen, replace a split level raised planter with a single level raised planter, and replace the Ceramic building tiles with brick veneer as identified on Attachment I attached hereto and incorporated herein by reference. ' · Ail original conditions of approval contained within Exhibit A of Planning Commission Resolution No. 2-567 shall remain in effect, except as modified herein. · The property owner shall sign and return an Agreement to Conditions Imposed form as established by the Community Development Departhent prior to issuance of any permits. ' .4. The Planning Commission,s approval of the proposed Use Permit and Design Review amendments is contingent upon final approval of Design Review modifications by the Tustin Redevelopment Agency.
