INFO RPT. 07-18-88NEW BUSINESS TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUB, EOT: TUSTIN RANCH ROAD INFORMATION REPORT RECOMMENDATION: That the Tustin City Council at their meeting of July 18, 1988 authorize the following: ® Selection of a consultant for the preparation of the project design report for Tustin Ranch Road between Walnut Avenue and Edinger Avenue. · Budget appropriation of $25,000 for Tustin Ranch Road project design report. · Direct Staff to commence negotiations with MCAS for required roadway right-of-way. · Direct Staff to pursue funding sources to implement said roadway construction. -. BACKGROUND: At a previous 1988-89 budget workshop, the City Council requested Staff to provide a recap of the proceedings to implement the construction of Tustin Ranch Road between Walnut Avenue and Edinger Avenue for the July 18, 1988 City Council meeting. The portion of the Tustin Ranch Road right-of-way between Walnut Avenue and the Orange County Environmental Management Agency (EMA) right-of-way has been previously dedicated to the City of Tustin as a condition of approval of Tract No. 8763. This area of roadway is also an obligation of the Irvine Company to complete full roadway improvements per the same Tract NO. 8763 conditions of approval. The Irvine Company's obligation of improvement does not include the bridge structure which will span the EMA flood control right-of-way (65 feet wide), the Atchison, Topeka and Santa Fe Railroad right-of-way (100 feet wide), and the Edinger Avenue right-of-way (120 feet wide) and the connector ramps/roads to Edinger Avenue. These improvements will need to be programmed into the City's Capital Improvement Program. The northerly .segment ~of Tustin Ranch Road is currently planned to be constructed concurrently with the I-5/Tustin Ranch Road interchange project, but as a separate project. November 1988 Commence construction .............. February 1989 Complete construction .............. July 1990 TUSTIN RANCH ROAD BETWEEN I-5 AND WALNUT AVENUE Advertise bids .................... October 1989 Commence construction .............. December 1989 Complete construction .............. June 1990 DISCUSSION: In order to implement the improvements along the southerly segment of Tustin Ranch Road between Walnut Avenue and Edinger Avenue, Staff would suggest the initiation of the following work items: ® preparation of a project design report which would include the establishment of all roadway design criteria, roadway profiles, type of bridge structure to span the EMA Flood Control, AT&SF Railroad, and Edinger Avenue rights-of-way, and right-of-way requirements from the Marine Corps Air Station Facility. The estimated cost for this design report is estimated to be between $22,000 and $25,000 and should take approximately 4'months to complete after the consultant is issued a notice to proceed. · After completion of the project design report and its approval by the City, preparation of final construction plans and specifications should be commenced. The estimated cost for the final design is $250,000 and should take approximately one year to complete. It is estimated that the Irvine Company's share of the design work would be approximately $40,000. Selection of a consultant land appraiser to establish the valuation of property to be acquired from the Marine Corps Air Station will also be required. · Initiation of negotiations with the Marine Corps Air Station to acquire the necessary right-of-way on facility property to complete the connection to Edinger AVenue. During the completion of 'the above-mentioned work items, Staff will be concurrently pursuing various possibilities of funding for the City's share of the project. Some potential sources of funding could be Federal Aid Urban (FAU) funds, Arterial Highway Financing Program (AHFP) funds, or any other source unknown at this time.
