SUBJECT: AWARD OF CONTRACT FOR MANUFACTURE AND DELIVERY OF REINFORCED
CONCRETE PIPE TO TUSTIN RANCH PROJECT, AD 86-2
RECOMMENDATION:
It is recommended that the City Council:
1. Reject the bid by Pacific Corrugated Pipe company as it does not
comply with the specifications and bidding requirements.
2. Award a contract to Hurst Concrete Products for Project No. i in the
amount of $729,027.32.

Award a contract to United Concrete Pipe Co. for Project No. 2 in
the amount of $604,197.31.
Award a contract to Hydro Conduit, Inc. for Project No. 3 in the
the amount of $759,897.65.
5. Authorize the Mayor and City Clerk to execute the three contracts.
BACKGROUND'.
Bids were opened July 12 for manufacture and delivery of reinforced
concrete pipe'for storm drains in Assessment District No. 86-2 in the
Tustin Ranch area. Bidding.was for three separate projects.
Pacific corrugated Pipe, Fontana, submitted bids for all three projects.
The bids were not on the required forms, no bid bond was submitted, and
the corrugated metal pipe they propose to furnish does not meet the
specifications which required reinforced concrete pipe. Their bid should
be rejected.
Bids for Project No. 1 (Jamboree Road) were as follows:
Hurst Concrete Products, Fillmore ............. $729,027.32
Hydro Conduit, Inc., Corona ................... $735,709.35
United Concrete Pipe, Baldwin Park --- ......... $846,895.18
Ameron, Inc., Monterey Park $907,644.56
The low bid by Hurst is 44% below the Engineer's Estimate of $1,305,062
and it should be accepted.

Bids for Project No. 2 (Tustin Ranch Road, La Colina Drive & Irvine
Boulevard) were as follows:
United Concrete Pipe, Baldwin Park ............ $604,197.31
Hurst Concrete Products, Fillmore ............. $630,113.93
Hydro Conduit, Inc., Corona ................... $644,09.0.33
Ameron, Inc., Monterey Park ................... $711,484.10
The low bid by United Concrete Pipe is 41% below the Engineer's Estimate
of $1,021,673 and it should be accepted.
Bids for Project No. 3 (Lower Peter's Canyon Retarding Basin) were as
follows:
Hydro. Conduit, Inc., Corona ................... $759,897.65
Ameron, Inc., Monterey Park ................... $861,018.75
The low bid by Hydro Conduit is 35% below the Engineer's Estimate Of
$1,174,266 and it should be accepted.
